RESOLUTION APPROVING THE COUNTY
ST R01 QNTY ADMINISTRATOR'S 7/1/2014-2/28/2015 PAY FOR
PERFORMANCE ASSESSMENT AND GOALS FOR 3/1/15-
2/28/2016
1 WHEREAS, the County Administrator's employment agreement specifies eligibility for
2 pay for performance incentive compensation identical to the performance incentive
3 compensation available to department heads; and
4
5 WHEREAS,pay for performance is based on the attainment of specific goals; and
6
7 WHEREAS, Article four Section I. 1. 11) Of the Rules and Bylaws states the
8 Administration Committee recommends at least annually to the County Board a list of goals,
9 developed in consultation with the chairs of each Standing Committee for the County
10 Administrator's Pay for Performance.

12 WHEREAS, on November 19, 2014 the Administration Committee approved the
13 following three goals for the County Administrator's pay for performance for the time period
14 July 1, 2014 -February 28, 2015:

16 1. Develop an L T. Infrastructure Plan
17 2. Develop Strategies for Transparent Communications at all levels
18 3. Create, Execute, and Report on Employee Engagement Survey

20 WHEREAS, on April 22 2015 the Administration Committee completed the County
21 Administrator's performance assessment and presented its report to the County Board on May 5,
22 2015, and

24 WHEREAS, on May 20, 2015 the Administration Committee approved the following
25 goals for the County Administrator's pay for performance for the time period March 1, 2015 -
26 February 28, 2016.

28 1. Deliver Finance and Human Resources Department Services Delivery Improvement
29 plans including addressing span of control issues.
30 2. Develop a long range facilities plan that would also include environmental issues
31 and sustainability concerns for all County facilities.
32 3. Develop a plan to improve external communications.
33 4. Continue to measure and obtain increases in employee morale.
34 5. Implement a 3 year rolling budget.

36 THEREFORE, be it resolved by the St. Croix County Board of Supervisors, that the
37 goals for the County Administrator listed above are hereby approved for the period March 1,
38 2015 - February 28, 2016.
