DISTRICT BOUNDARY DUE TO DETACHMENT OF

PROPERTY BY THE VILLAGE OF SOMERSET
1 WHEREAS,in 2011 the St. Croix County Board of Supervisors adopted a 10-year supervisory
2 district plan creating county supervisory districts,municipal aldermanic districts and election wards
3 following the 2010 Census; and
4
5 WHEREAS, Wisconsin Statutes § 59.10(3)(c) allows a county board,in its discretion, to alter the
6 boundaries of supervisory districts based on annexations, detachment or consolidation,which occur after
7 the adoption of the 10-year supervisory district plan, as long as the number of supervisory districts is not
8 changed; and
9
10 WHEREAS, on April 27,2015 the Village of Somerset enacted Ordinance A-620 providing for
11 detachment of a parcel of land(approximately 1.092 acres), from the Village of Somerset to the Town of
12 Somerset; and
13
14 WHEREAS, on April 29,2015 the Town of Somerset enacted Ordinance 2015-02 providing for
15 attachment of a parcel of land (approximately 1.092 acres), from the Village of Somerset to the Town of
16 Somerset; and

18 WHEREAS, a map of the detached parcel, along with a copy of the ordinances described above
19 have been filed with the St. Croix County Clerk and are attached; and
20
21 WHEREAS, the parcel detached by the Village of Somerset was part of Ward 1 and is part of
22 County Supervisor District 1; and
23
24 WHEREAS, the parcel attached by the Town of Somerset is now part of Ward 6 and is part of
25 County Supervisor District 2; and
26
27 WHEREAS,it is appropriate to move the parcel described on the attached ordinances into County
28 Supervisor District 2 in Ward 6 in the Town of Somerset; and
29
30 WHEREAS, the population of the attached parcel is one resident which maintains the original
31 numbers of the affected districts; and
32
33 WHEREAS, this resolution does not change the number of supervisory districts.

35 NOW, THEREFORE BE IT RESOLVED by the St. Croix County Board of Supervisors that the
36 supervisory district boundaries are hereby altered by moving the detached parcel of land from County
37 Supervisor District 1 to County Supervisor District 2 consisting of Ward 6 in the Town of Somerset as
38 shown on the attached;

40 BE IT FURTHER RESOLVED that the St. Croix County Clerk is hereby directed to forward all
41 notices required under Wisconsin Statutes, Chapter 59, to the Secretary of State for the purpose of
42 advising that office of said supervisory district boundary changes.

AN ORDIANCE PROVIDING FOR ATTACHMENT OF A
PORTION OFT VILLAGE OF SOMERSET, ST. CROIX
COUNTY,WISCONSIN, TOT TOWN OF SOMERSET,
ST. CROIX COUNTY, WISCONSIN
WHEREAS, a Petition for Detachment of Territory ("Petition"), dated March 10, 2015,
has been filed with the Village of Somerset(the "Village") and the Town of Somerset (the
"Town"); and
WHEREAS, the Petition seeks to have certain territory located within the Village
detached from the Village and attached to the Town; and
WHEREAS,there has been submitted to the Town proof of the publication of the "Notice
of Intention to Circulate a Petition for Detachment of Territory", indicating that said Notice was
published in the New Richmond News on March 26, 2015; and
.
WHEREAS,pursuant to the provisions of Wisconsin Statutes Section 66.0227(2), on
3� 91 2015, the Village enacted an ordinance (the "City Ordinance") in
response to the Petition, detaching the territory described therein, a copy of which ordinance is
attached hereto and marked as Exhibit A; and
WHEREAS, Wisconsin Statutes Section 66.0227(2)provides that in order for the
detachment to be effective,the terms of the City Ordinance must be accepted by the Town by
means of enacting an ordinance accepting the terms of the City Ordinance and the attachment of
the described territory.
NOW, THEREFORE,the Town Board of the Town of Somerset ordains as follows:
1. That the City Ordinance be and hereby is accepted in accordance with its terms.
2. That the territory described on Exhibit B hereto, be and hereby is attached to the Town of
Somerset.
3. That while the territory was within the jurisdiction of the Village, it was zoned as
qgA-.
:s,AUA\WQ; and that such zoning classification shall continue in effect, until changed
in the manner provided by law.

AN ORDINANCE PROVIDING FOR DETACHMENT OF A PORTION OF THE VILLAGE
OF SOMERSET, ST~ CROIX COUNTY, WISCONSIN, TOTHE TOWN OF SOMERSET,
ST. CR(]|X COUNTY WISCONSIN
WHEREAS,the Village has received a petition for detachment ofland from the Village of
Somerset, ST. Croix County, Wisconsin to the Town of Somerset, St. Croix County, Wisconsin for
the subject property and whereas the Village Board by at least a three-fourths majority has
approved the detachment petition. It is hereby ordained that the following Property is
detached from the Village of Somerset and is therefore attached to the Town of Somerset:
Beginning at a point on the West line of the Southeast Quarter of Southwest Quarter
/5E1/4-SVV1/4\ nf Section Thirty-six (3G), Township Thirty-one /3I\ North, Range
Nineteen (19) West, 158 feet North of the SW corner of said SEI/4 of SWI/4; thence
North along said line 150 feet; thence East 130 feet; thence South l5O feet;thence West
130 feet tothe point of beginning. And
Commencing at the Southwest corner of the Southeast Quarter of the Southwest
Quarter /SE1/4-SVVI/4\ of Section Thirty-Six /36\, Township Thirty-One /31\ North,
Range Nineteen (19) West, thence North 158 feet; thence East 143 feet; thence South
158 feet; thence West along the South line of said SEl/4-SVVI/4tothe point of
beginning.
Said territory contains approximately 42,094 square feet with a current population of one (1)
person as defined in VVb. Stats. 56.0227. The property is currently zoned single family
residence. A survey map reasonably showing the boundaries of said territory in relation of said
territory to the municipalities involved is attached as Exhibit&
We, the undersigned, elect that this detachment shall take effect to the full extent.
WHEREAS, it appears by affidavit on 0e herein that the petitioner has filed a duplicate
original of said Petition for Detachment with the Town Clerk of the Town of Somerset, St. Croix
County, Wisconsin; and
WHEREAS, it further appears that there is only one elector, the petitioner, that resides
in the territory proposed to be detached and the Petition has been signed by the owner ofthe
Property within such territory; and
WHEREAS, it further appears that all of the requirements of Section 66.0227 of the
Wisconsin Statutes have been fully complied with; and
WHEREAS, it appears in the best interest of the Village of Somerset that the
aforeclescribed Village of Somerset territory be detached from the Village of Somerset.
NOW, THEREFORE, the Village Board of the Village of Somerset, St. Croix County,
Wisconsin does ordain as follows:
THAT the above-described territory situated in the Village of Somerset be and the same
is hereby detached and attached to the Town of Somerset, St. Croix County, Wisconsin;
THAT the property shall continue with its current zoning until such time as it is re-zoned
by the Town of Somerset;
THAT the Village Clerk is hereby directed to provide the Ordinance to the Town of
Somerset so that the Town of Somerset may act upon the Ordinance within the time period as
set forth in Wis. Stats. 66.0227. The Village Clerk is further directed to make the mailings
pursuant to Wis. Stats 66.0227, i.e., to mail a copy of the Ordinance of Detachment to the Town
Clerk of the Town of Somerset, to the Secretary of State of the State of Wisconsin, and the Clerk
of the Somerset School District, and one copy to any company that provides any utility service
to the territory detached, a copy to the Register of Deeds of St. Croix County, Wisconsin. All
mailings shall occur within thirty (30) days of the date hereof pursuant to Wis. Stats. 66.0217
(9).
