T. R 0 '� Pao UNT`�' RESOLUTION ADOPTING UNIFIED COMPENSATION PLAN
1 WHEREAS, the County Board approved the revised Human Resources Policies and
2 Procedures Handbook on September 2, 2014 which included a definition of the labor market for
3 wage comparison purposes; and
4
5 WHEREAS, the labor market considers wages earned for similar positions in the
6 following Wisconsin and Minnesota Counties: Barron County, Chippewa County, Dakota
7 County, MN, Dodge County, Douglas County, Dunn County, Eau Claire County, Manitowoc
8 County, Ozaukee County, Pierce County, Polk County, Portage County; Ramsey County, MN,
9 Rice County, MN, Sauk County, Sheboygan County, Washington County, Washington County,
10 MN; and

12 WHEREAS, the revised Handbook now states that at least every three years or as often as
13 may be appropriate, the Human Resources Department in conjunction with the Administration
14 Committee shall review the Classification Plan to ensure that the plan accurately reflects existing
15 position responsibilities and labor market conditions; and
16
17 WHEREAS, on October 1, 2014 the Administration Committee directed that three
18 proposals from outside firms be solicited for a market study of all 177 County job titles; and
19
20 WHEREAS, in November, 2014 a Request for Proposal (RFP)was issued to bring in
21 vendors to the Administration Committee for interviews and selection; and
22
23 WHEREAS, on December 17, 2014 the Administration Committee interviewed and
24 selected the sole responder to the RFP, McGrath Human Resources Group; and
25
26 WHEREAS, the Administration Committee further directed the County Administrator to
27 negotiate a contract with McGrath Human Resources Group regarding wage compensation with
28 the understanding that McGrath begin working on the original scope as outlined in the RFP but if
29 at some point there is a recommendation from McGrath to expand the existing scope of the
30 project, the new scope come back to the Administration Committee for consideration; and

32 WHEREAS, on June 17, 2015 at the Administration Committee meeting Dr. McGrath
33 summarized issues with the existing system which includes at least 5 different wage grids,
34 missing and inconsistent titles and varying differences between steps and pay grades; wage
35 compression was identified as an issue for exempt staff and particularly within the Sheriffs
36 department where union staff can earn significant overtime; and job descriptions are inconsistent
37 and missing information; and

39 WHEREAS, Dr. McGrath recommended combining the separate wage schedules into one
40 with the exception of the Health Center; and

42 WHEREAS, on July 15, 2015 Dr. McGrath presented to the Administration Committee
43 the final Classification and Compensation Executive Report and a final Unified Compensation
44 Plan based on data received from 16 of the 18 comparable Wisconsin and Minnesota Counties
45 (Dodge and Sauk did not reply and Sheboygan provided Highway data only); and

47 WHEREAS, the Administration Committee recommends the final Unified Compensation
48 Plan which includes two wage schedules, one for the Health Center and one for all other non-
49 bargained positions be adopted and recommended for implementation by the St. Croix County
50 Board of Supervisors.

52 WHEREAS, the Administration Committee also recommends that Article 6, Salary
53 Administration (including Pay for Performance) and Article 3 Classification Plan of the Human
54 Resources Handbook be updated in accordance with the McGrath Classification and
55 Compensation Study following the procedures for amendment contained in Article 1, Section 10,
56 entitled "Amendments" of the Human Resources Handbook.

58 THEREFORE, be it resolved that the St. Croix County Board of Supervisors,pursuant to
59 Article 3, Section 11 Review of Classification Plan of the St. Croix County Human Resources
60 Policies and Procedures Handbook, adopts the Unified Compensation Plan (which includes two
61 wage schedules, one for the Health Center and one for all other non-bargained positions) as
62 prepared by McGrath Human Resources Group.

64 FURTHER be it resolved that the St. Croix County Board of Supervisors recommends
65 that the Unified Compensation Plan be implemented and effective as of January 1, 2016 and no
66 additional Reclassifications, Re-grades and Upgrades as defined in the Human Resources
67 Handbook shall be granted for 2016.

69 FURTHER be it resolved that the County Administrator is directed to propose necessary
70 revisions to the Human Resources Handbook following the procedures in Article 1, Section 10,
71 entitled "Amendments" of said Handbook.
Legal—Fiscal—Administrative Approvals:
Legal Note: None
Fiscal Impact: The initial cost of implementing the Unified Compensation Plan is estimated to be
$525,000. This cost will be spread among several different funds. In future years,
some employees will receive step increases that they would not have been eligible
for under the current wage plan because they were red-lined. This will result in
additional costs at that time.
