ST RO .,, RESOLUTION OPPOSING LEGISLATION WHICH IMPACTS
' ' THE PROVISION OF AFFORDABLE REPRODUCTIVE
HEALTH CARE TO THE CITIZENS OF ST. CROIX COUNTY
1 Resolution Opposing Legislation Which Impacts the Provision of Affordable Reproductive
2 Health Care to the Citizens of St. Croix County
3 WHEREAS, AB 311 and SB 238 propose to require a covered entity must charge the
4 actual acquisition costs of prescription drug and standard dispensing fee when billing Medical
5 Assistance; and
6 WHEREAS, 340B Public Health Drug Pricing Program is a Federal program that allows
7 certain safety net health care providers to purchase medications at a reduced rate; and
8 WHEREAS, St. Croix County Public Health is eligible to participate as a covered entity
9 under the 340B program; and
10 WHEREAS, the proposed legislative changes will impact the sustainability of Public
11 Health's provision of essential reproductive health services, along with prevention and control of
12 sexually transmitted infections; and
13 WHEREAS, in 2014, Public Health provided reproductive health services to 640 low-
14 income women and men; and
15 WHEREAS, if the Public Health Family Planning statewide system is forced to close due
16 to lower reimbursement rates, it is projected that the cost to the Federal Medicaid program would
17 double if people are only able to access pharmacies and private medical clinics; and
18 WHEREAS, reproductive health services in local health departments do not perform
19 abortions nor make referrals to medical facilities that perform abortions are being caught in the
20 crossfire of legislation that appears to be aimed at clinics that provide abortions; and
21 THEREFORE be it resolved that the St. Croix County Board of Supervisors opposes
22 legislation that will change reimbursement for local health departments and will impact the
23 provision of affordable reproductive health care.
24 FURTHER be it resolved, that the St. Croix County Board of Supervisors directs the
25 County Clerk to forward this resolution to the office of the Governor, Assembly Members,
26 Senators representing St. Croix County, County Public Health Departments and Wisconsin
27 Counties Association.
