ST RO .,, RESOLUTION AMENDING THE RULES AND BYLAWS OF
' �' THE BOARD OF SUPERVISORS, ST. CROIX COUNTY,
CREATING A LIBRARY PLANNING COMMITTEE
1 WHEREAS, Wis. Stat. § 43.11(1)provides that any county board may appoint a library
2 planning committee; and

4 WHEREAS, a county library planning committee's duties and powers are enumerated in
5 Wis. Stat. § 43.11(3)(a)-(e)which include, but are not limited to, the creation and revision of a
6 plan for library services; and

8 WHEREAS, currently the St. Croix County Administration Committee reviews and
9 recommends to the County Board changes to the St. Croix County Library Service Plan pursuant
10 to the Rules and Bylaws of the Board of Supervisors, St. Croix County; and
11
12 WHEREAS, it is desired that St. Croix County create a permanent County Library
13 Planning Committee that would consist of 2 members of the Administration Committee, 1
14 member from the County Board at large, each head librarian of a public library in St. Croix
15 County and the Director of the Indianhead Federated Library System (IFLS).

17 THEREFORE be it resolved that Article 5, Section B(8) of the Rules and Bylaws of the
18 Board of Supervisors, St. Croix County is created to read as follows:

20 (8) County Library Planning Committee. The library planning committee is
21 created pursuant to Wis. Stat. § 43.11(1) and shall exercise those powers and
22 duties described in Wis. Stat. § 43.11(3)(a)-(e).

24 a. Members: 2 members of the Administration Committee, 1 member from
25 the County Board at large, each head librarian of a public library in St.
26 Croix County and the Director of the Indianhead Federated Library
27 System (IFLS).

29 b. Term: 2 years for Supervisors.

31 C. Populated: By named position and appointment of 2 Administration
32 Committee members and 1 County Board member at large by the County
33 Administrator.

35 d. Contact Committee: Administration Committee
