ST RO .,, RESOLUTION APPROVING 24/7 ACCESS DURING TIMES OF
' �' EMERGENCY
1 WHEREAS, Resolution 2 (2007) authorized ID cards be issued to the St. Croix County
2 Board of Supervisors; and
3
4 WHEREAS, Resolution 2 (2007)indicated that the ID cards will not be programmed to
5 allow access to County buildings unless authorized by the St. Croix County Board of
6 Supervisors; and
7
8 WHEREAS,per the St. Croix County Emergency Operations Plan (EOP), St. Croix
9 County's chief elected official or the official designated by line of succession is a decision-maker
10 in response and recovery operations; and
11
12 WHEREAS, the County Board Chair, the County Board Vice Chair, the Public
13 Protection and Judiciary Committee Chair, and the County Administrator meet the definition of
14 individuals who are decision-makers under the EOP; and
15
16 WHEREAS, the decision-makers under St. Croix County's EOP need 24/7 access to the
17 St. Croix County Government Center during times of emergency to assist in decision-making;
18 and
19
20 WHEREAS, Resolution 43(2014) allowed the County to establish the Government
21 Center Weapon Screening and Controlled Access Policy which became effective September 1,
22 2015; and

24 WHEREAS, the Government Center Weapon Screening and Controlled Access Policy
25 indicates that the Chief Judge of the 10�h Judicial District shall approve access to the Government
26 Center.

28 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the ID
29 cards for the County Board Chair, the County Board Vice Chair, and the Public Protection and
30 Judiciary Committee Chair be programmed to allow 24/7 access to the St. Croix County
31 Government Center during times of emergency, upon approval of the Chief Judge of the 10'
32 Judicial District.
