ST RO .,, Y TY RESOLUTION TO IMPROVE THE TIMELINESS OF
' �' REIMBURSEMENT TO CONTRACTORS FOR THE WEST
CENTRAL WISCONSIN COMMUNITY DEVELOPMENT
BLOCK GRANT HOUSING REGION
1 WHEREAS, St. Croix County is one of ten counties that are part of the West Central
2 Wisconsin Community Development Block Grant Housing Region, with Chippewa County
3 designated as the lead agency; and

5 WHEREAS, the West Central Wisconsin Community Development Block Grant Housing
6 Region has created a County funded revolving loan of$50,000 to supply cash flow to this
7 housing improvement program so that contractors can receive timely payment; and
8
9 WHEREAS, the County funded loan is necessary as the State of Wisconsin has
10 established a payment system for the Community Development Block Grant funds that is not
11 responsive to the needs of the program and does not allow the lead agency to make timely
12 payments to contractors; and
13
14 WHEREAS, delays in making payments to contractors is causing small business
15 contractors to withdraw from the program; and
16
17 WHEREAS, limiting the number of contractors who are willing to participate in the West
18 Central Community Development Block Grant housing improvement program may cause low
19 income participants to pay higher costs for repairs; and
20
21 WHEREAS, the Community Development Block Grant lead agency has requested that
22 the State of Wisconsin improve the payment system to be more responsive to the operations of
23 the program, but no modifications have been made to improve the timeliness of the payment
24 process; and

26 WHEREAS, the St. Croix County Board of Supervisors supports the request of the
27 Community Development Block Grant lead agency to improve the timeliness of reimbursement
28 to contractors which would eliminate the need for a County funded revolving loan.

30 THEREFORE, be it resolved that the St. Croix County Board of Supervisors requests the
31 State of Wisconsin, Department of Administration, improve the timeliness of reimbursement to
32 contractors performing approved Community Development Block Grant projects to eliminate the
33 need for a County funded revolving loan.

35 BE it further resolved that the St. Croix County Board of Supervisors directs the County
36 Clerk to forward this resolution to the Office of the Governor, State Assembly and Senate
37 Representatives for all 10 counties represented by the West Central Wisconsin Community
38 Development Block Grant Housing Region, as well as and State of Wisconsin, Department of
39 Administration.
