ST �RQ��,,w �� � UNTy RESOLUTION SUPPORTING THE TOWN OF ST. JOSEPH, ST.
CROIX COUNTY, TAP GRANT APPLICATION
1 WHEREAS, the Town of St. Joseph, through jurisdictional transfer and assistance from
2 the Wisconsin Department of Transportation WisDOT, will convert old State Highway 35/64 in
3 Houlton to a local roadway; and
4 WHEREAS, the Town of St. Joseph adopted the Town's Bike/Pedestrian Trail Plan in
5 november of 2014; and
6 WHEREAS, the Town of St. Joseph has applied for a Transportation Alternatives
7 Program (TAP) grant to fund a bike and pedestrian route from the top of the Houlton Hill near
8 the future St. Croix River Crossing Trail parking area to the St. Joseph Town line on Andersen
9 Scout camp Road; and
10 WHEREAS, the Town of St. Joseph's TAP grant application is to fund an off-road bike
11 trail on section IA and 5-foot paved shoulders on sections 1B through 4, as shown on the
12 attached Town of St. Joseph Project Map; and
13 WHEREAS, the Town of St. Joseph hopes this project will be the first leg of a STH 64
14 corridor connection between the St. Croix River Crossing Trail and other trails in St. Croix
15 County; and
16 WHEREAS, St. Croix County is in the process of developing a County-wide
17 Comprehensive Bike and Pedestrian Plan to address bike routes and trails throughout the county;
18 and
19 WHEREAS, the WisDOT has suggested that the Town of St. Joseph's TAP grant
20 application would have a greater chance of support if identified as part of a larger network of
21 trails and routes; and
22 WHEREAS, the Town of St. Joseph is also requesting support for the TAP grant from the
23 Town and Village of Somerset, Towns of Richmond and Star Prairie and the City of New
24 Richmond;
25 THEREFORE, be it resolved that the St. Croix County Board of Supervisors supports the
26 Town of St. Joseph's application for a Transportation Alternatives Grant to provide off-road trail
27 and paved shoulders for a bike route from the top of the Houlton Hill to the St. Joseph Town line
28 on Andersen Scout Camp Road.

Fiscal Impact: The Town is not requesting funding from the County so there should be no
financial impact.
