ST ROUK,,, RESOLUTION DESIGNATING EMERGENCY VEHICLES OF
' �' THE ST. CROIX COUNTY EMERGENCY SUPPORT SERVICES
DEPARTMENT
1 WHEREAS, Wisconsin Statute § 340.01(3)(e) defines emergency vehicles of municipal
2 or county departments that are designated or authorized by the local authorities to be authorized
3 emergency vehicles; and
4
5 WHEREAS, Wisconsin Statute § 340.01(26) defines "local authorities" to include county
6 boards or other local agency having authority under the constitution and laws of this state to
7 adopt traffic regulations; and
8
9 WHEREAS, the St. Croix County Emergency Support Services Department operates
10 county-owned emergency vehicles for purposes of responding to emergencies in the county; and
11
12 WHEREAS, these vehicles operate pursuant to Wisconsin Statute § 346.03 et. seq.,
13 allowing the operators to stop, stand or park, irrespective of the provisions of state law,proceed
14 past a red or stop signal or stop sign,but only after slowing down as may be necessary for safe
15 operation, exceed the speed limit, and disregard regulations governing direction of movement or
16 turning in specified directions; and

18 WHEREAS, the County Board of Supervisors is required to approve such emergency
19 vehicles.

21 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that vehicles
22 owned or leased by St. Croix County and operated by the St. Croix County Emergency Support
23 Services Department are hereby authorized as emergency vehicles pursuant to Wisconsin state
24 law.
Legal—Fiscal—Administrative Approvals:
Legal Note:
Fiscal Impact: Minimal. All drivers will be required to complete an Emergency Vehicle Operations
Course (EVOC)at county expense; however, the Sheriffs Office has agreed to train
these drivers at no charge as part of its EVOC for jail/corrections staff. Emergency
equipment will need to be maintained, although those items will either by maintained
by current staff or at minimal cost by our outside service technicians.
