, ��, UNTY RESOLUTION CREATING PAYROLL AND BENEFITS
MANAGER POSITION
1 WHEREAS, the St. Croix County payroll has grown to nearly $30 million dollars; and

3 WHEREAS,payroll functions are currently divided between multiple departments; and
4
5 WHEREAS,payroll and employment law changes including the Affordable Care Act
6 (ACA) and changes to the Fair Labor Standards Act (FLSA)have made payroll functions more
7 complicated; and
8
9 WHEREAS, it is in the County's best interest to create a Payroll and Benefits Manager
10 position to facilitate the consolidation and improvement in the payroll processing system; and
11
12 WHEREAS, the County can eliminate one(1) FTE Financial Associate 11 position to
13 offset the creation of the new position.

15 NOW, THEREFORE, BE IT RESOLVED THAT, the St. Croix County Board of
16 Supervisors does hereby create one (1) FTE Payroll and Benefits Manager position and eliminate
17 one (1) FTE Financial Associate 11 position in the Finance Department.

Legal Note:
Fiscal Impact: Additional cost for Payroll& Benefits Manager over Financial Associate II will be
minimal based on how late in 2016 the position will be created.
