Mr. Schaeffer,
Community Development Department staff have reviewed your Land Use Permit application for the
addition to an existing principal structure within the Shoreland and Shoreland-Wetland Overlay District,
Chapter 17.30. The application was submitted on your behalf by JDS Remodeling, Inc. The request has
been conditionally approved as explained below based on the application submission and the following
findings:
The proposed addition will meet the required Ordinary High Water Mark (OHWM) and wetland
setbacks. The addition will be over 160’ from the closest point of the waterbody.
Slopes greater than 25% measured over a 50-foot horizontal distance do not exist within the project
area, therefore the bluffline setback does not apply.
Existing and proposed impervious surface will be less than 15%, therefore stormwater
management will not be required according to NR 115 and Wis. Stat. 59.692.
According to FEMA FIRM Map 55109C0184E, there are no mapped floodplain areas on the
property.
The midline of the roof does not exceed the 35’ maximum height requirement.
The addition will not add any bedrooms to the existing residence.
Based on these findings, approval of LUP-2016-053 is subject to the following conditions:
1. Erosion control (silt fence, erosion control log or equivalent) must be installed prior to any land
disturbance activity; If silt fence is used it must be trenched into the ground. Submit photo
documentation to this Department to verify this condition.
a. The applicant/agent is responsible for inspecting stormwater and erosion control measures
immediately following a major rainfall event.
b. St. Croix County reserves the right to require additional erosion control measures to be
installed during construction if found necessary due to site-specific conditions.

2. Permanent vegetation shall be managed to stabilize all disturbed areas in accordance with the
general site plan. Seed and mulch shall be applied as soon as possible after excavation activities
are complete.
a. Due to the time of year, use dormant seeding until freeze up and increase seeds per square
foot by 15%. This seed will remain dormant until the following spring.
b. Phosphorus fertilizer shall not be used to establish and/or maintain vegetation, unless a soil
test confirms phosphorous is needed.
3. The applicant shall be responsible to secure any other required local, state or federal permit(s) and
approval(s) prior to land disturbance activity.
4. A post-construction inspection will be required prior to remov ing erosion control
measures to determine the entire project site has reached a point of 70% permanent
vegetative cover. It is the applicant/agent’s responsibility to schedule this with Community
Development Department staff.
5. Failure to comply with the terms or conditions above may result in the revocation of this permit
by the Zoning Administrator according to Chapter 17.30 (13).
This approval is subject to the conditions listed above; it does not allow for any additional construction,
structures, grading, paving, filling or clearing of vegetation beyond the limits of this request. Your
information will remain on file at the St. Croix County Community Development Department suite. It is
your responsibility to ensure compliance with any other local, state, or federal permitting or regulations,
including contacting the Town of Somerset, Bass Lake Rehabilitation District and the Wisconsin
Department of Natural Resources to inquire if additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six month extensions if the applicant
submits the appropriate permit extension fee and documentation to the Zoning Administrator. The permit
card is available for pickup and should be posted on the job-site.
