Staff has conditionally approved the request as explained below. Please note the following facts/findings, and how they relate to the conditions listed: FACTS & BACKGROUND INFORMATION: 1. Based on the Conditional Use Permit that was granted in April, 2014 (SE88258), the log home building/fitting activities were permitted. (See Board approval/decision for full list of conditions) 2. The previous accessory structure was to be used as a “warming shed” for workers and equipment. Based on the applicant’s description, this is all that the proposed structure will be used for. 3. No change in use or expansion of the conditionally permitted use is to occur at the site, it will merely be a larger space for the storage of materials and equipment. 4. The conditional use permit requires any lighting to be downward directed and shielded from neighboring properties. 5. The proposed structure meets the 100’ setback from the ROW, per the CSM requirements, well beyond the required sideyard setback (prop. at 45’), and at approximately 180’ feet from the OHWM of the pond is compliant. Based on these findings, approval of this land use permit is subject to the following conditions: 1. There must be erosion control measures in place surrounding any area that is to be disturbed by the building construction, before any land disturbing activity takes place. 2. These measures must be inspected by County staff for compliance, prior to any land disturbance. 3. The proposed structure shall not contain any habitable areas or plumbing, per the applicant’s plans and statements with staff. 4. The structure must meet all applicable setbacks per SCC Chapter 17 and its subchapters. 5. All disturbed soils must be covered completely with mulch or erosion control blankets, and seeded to properly revegetate the area. This permit is valid for one year, with the possibility of up to two (2) six month extensions if the applicant submits a permit extension fee and documentation. IT IS THE APPLICANTS/AGENTS RESPONSIBILITY TO ARRANGE INSPECTIONS. This shall be done at the following times:  After erosion control measures are installed, but before any land disturbance takes place.  Before any erosion control measures are removed, following the revegetation of any disturbed soils. Your information will remain on file in the St. Croix County Community Development Department. It is your responsibility to ensure compliance with any other local, state, or federal rules or regulations, including contacting the Town of Somerset to ask if they require any permits.
