ST !`, ~�~ RESOLUTION TO SECURE STATE FUNDING TO SUPPORT
COMMUNICABLE DISEASE CONTROL FOR POPULATION
HEALTH
1 WHEREAS, Wisconsin has no dedicated, stable federal and state funding sources for
2 communicable disease control and prevention efforts; and
3
4 WHEREAS, a strong public health infrastructure is paramount to the health of all
5 citizens; and
6
7 WHEREAS, emerging and existing communicable diseases threaten health security,
8 economies, and quality of life for all; and
9
10 WHEREAS, communicable diseases such as Ebola, H1N1 influenza, measles, Human
11 Immunodeficiency Virus (HN), and Acquired Immune Deficiency Syndrome (AIDS),
12 tuberculosis, influenza, measles, syphilis, gonorrhea, rabies, hepatitis,polio, and pertussis, can
13 threaten the lives and well-being of Wisconsin residents; and
14
15 WHEREAS, emerging and re-emerging threats such as Ebola, H1N1 influenza, Severe
16 Acute Respiratory Syndrome (SARS), and measles threaten personal and community safety and
17 require substantial resources to contain; and
18
19 WHEREAS, bloodborne pathogens that cause long-term disease such as Hepatitis C are
20 occurring at unprecedented rates, which are accelerating as a result of the opiate epidemic; and
21
22 WHEREAS, Wisconsin local health department's communicable disease programs
23 protect residents by investigating and controlling communicable diseases, collecting data,
24 educating the community about prevention and the importance of immunizations, and caring for
25 those affected by these diseases; and
26
27 WHEREAS,public health departments have been successful in controlling
28 communicable diseases through case reporting and involvement of public health staff in referral
29 of exposed persons for screening and prevention services; and
30
31 WHEREAS, evidence in the scientific literature indicates that partner notification
32 services are not adequately assured in the absence of specific public health staff involvement;
33 and
34
35 WHEREAS, local health departments and the State of Wisconsin have demonstrated
36 commitment, competence and success in assuring the confidentiality of persons with reported
37 communicable disease for decades, including cases of AIDS; and
38
39 WHEREAS, local health departments have placed a high priority on communicable
40 disease control; and
41
42 WHEREAS, communicable disease control is one of the ten essential functions of public
43 health.

45 THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
46 urges the state legislature to develop and enact support for funding of comprehensive,
47 sustainable, effective and evidence based communicable disease control and prevention for the
48 public's health.

50 FURTHER, BE IT RESOLVED that the St. Croix County Board of Supervisors directs
51 the County Clerk to forward this resolution to the office of the Governor, St. Croix County
52 legislators, Wisconsin Counties Association, and Wisconsin Department of Health Service
53 Secretary.
