Stark Jr., Assistant District Attorney for St. Croix County, complaining against the defendant, Marshall Schillinger, and alleges as follows: 1. That plaintiff is an agency of the State of Wisconsin empowered under Chapter 145, Wis. Stats., with the authority to administer the State Plumbing Code and to regulate the practice of plumbing in the state of Wisconsin; 2. That defendant owns real estate in part of the SE4 of the SW4 of Section 28-29-15, in the Town of Springfield, St. Croix County, Wisconsin, and that this property is currently being rented as a single family residence; 3. That the plaintiff inspected the above installation on May 25, August 17, and October 6, 1983, and found it to be not in com- pliance with the State Plumbing Code; 4. That on June 15, and August 25, 1983, the plaintiff issued orders to the defendant ordering him to correct the plumbing installation and bring it into compliance with the applicable provisions of the plumbing code and state statutes; 5. That the defendant has failed to correct the installation as ordered; 6.
