, ��, UNTY RESOLUTION ADJUSTING PAY IN THE HIGHWAY
DEPARTMENT FOR SPECIFIC EMPLOYEES DUE TO WAGE

COMPRESSION
1 WHEREAS, in January 2016 the St. Croix County Board implemented the McGrath
2 Uniform Compensation Grid for all non-represented employees; and
3
4 WHEREAS,placement on the grid was based on current rates and not every variable
5 was able to be considered in the initial placements; and
6
7 WHEREAS, upon evaluation of the spread between supervising employees and the
8 average rate of the employees they supervise a compression for some supervisors was noted; and
9
10 WHEREAS, the Highway Department work rules allow for an additional $1.25 per hour
11 above the normal wage for performing the duties of Temporary Foreman, which was used as the
12 measurement to determine if a wage compression existed; and
13
14 WHEREAS, three specific highway employees fall within the compression range.
15
16 NOW, THEREFORE, BE IT RESOLVED THAT, the St. Croix County Board of
17 Supervisors does hereby approve additional step increases for the employees identified below, to
18 be effective at the start of the next payroll period:

20 Murtha, Highway Operator Foreman - advance one step from step 7 to 8, $27.41 to $27.95
21 Belisle, Highway Operator Foreman - advance two steps from step 6 to 8, $26.73 to $27.95
22 Colbeth, Operations Specialist- advance two steps from step 3 to 5, $27.63 to $29.02
Legal—Fiscal—Administrative Approvals:
Legal Note:
Fiscal Impact: The impact on the levy portion of the Highway budget is$4,353.01.The remaining
amounts are charged back to others. The amount is small enough to be absorbed
into the Highway Department's current budget.
