, ��, . UNTY RESOLUTION SUPPORTING GRANT APPLICATION FOR
TRAILHEAD FACILITIES
1 WHEREAS, as part of the new St. Croix River Crossing Project a Cooperative
2 Agreement of Riverway Mitigation Item between the Minnesota Department of Transportation
3 and St. Croix County, Agreement No. 95705, was entered into by St. Croix County; and
4
5 WHEREAS, as part of the Cooperative Agreement to compensate for and offset impacts
6 of a new river crossing on the recreational values of the St. Croix National Scenic Riverway, the
7 Wisconsin Department of Transportation (WisDOT)will complete a Bicycle/Pedestrian Loop
8 Trail system from the existing lift bridge to the new bridge crossing; and

10 WHEREAS, the Bicycle/Pedestrian Loop Trail is included in the St. Croix County
11 Outdoor Recreation Plan and the St. Croix County Long-Range Bicycle and Pedestrian Plan and
12 will ultimately be connected to the County's trail system; and

14 WHEREAS, St. Croix County acquired 6.798 acres of land adjacent to the Loop Trail
15 for the development of trailhead facilities; and
16
17 WHEREAS, the development of trailhead facilities is an eligible project under the
18 Wisconsin Department of Natural Resources, Knowles-Nelson Stewardship Local Assistance
19 and Recreational Trail Act grant program; and
20
21 WHEREAS, the proposed project consists of construction of a parking lot, electricity,
22 lighting, restroom facility, installation of a sanitary system, well,picnic shelter, informational
23 kiosk,picnic tables, benches, trash receptacles, dog waste station, bike repair station, signage,
24 interpretive panels, and landscaping; and

26 WHEREAS, WisDOT will fund approximately $215,000 and St. Croix County has
27 allocated $200,000 towards the trailhead improvements and is seeking 50% match or up to
28 $200,000 in grant funds; and

30 WHEREAS, the Community Development Department seeks authorization to submit an
31 application to the Wisconsin Department of Natural Resources for financial assistance under the
32 Knowles-Nelson Stewardship and Recreational Trails Act grant program.

34 THEREFORE, be it resolved that the St. Croix County Board of Supervisors authorizes
35 the Community Development Director to submit a Stewardship grant application to the
36 Wisconsin Department of Natural Resources in an amount not to exceed $200,000.

38 FURTHER, be it resolved that the Community Development Department shall comply
39 with all Stewardship laws and regulations and will meets its obligations under the terms of the
40 grant.

Fiscal Impact: The St. Croix County Board has approved funding the Capital Improvement Plan
which includes$200,000 for improvements and upgraded facilities at the two
Trailheads on the St. Croix River Crossing Trail. The Wisconsin Department of
Transportation will fund approximately$215,000 worth of improvements for the
trailhead and additional improvements may be funded through the Houlton
Elementary and Wisconsin Garden Federation. If awarded, a Wisconsin DNR
grant will fund additional upgrades including a maintenance structure.
