, ��, UNTY RESOLUTION SUPPORTING URBAN NONPOINT SOURCE
PLANNING GRANT APPLICATION FOR CREATION OF
STORMWATER, EROSION & SEDIMENT CONTROL
ORDINANCE
1 WHEREAS, the St. Croix County Comprehensive Plan, adopted by the County Board of
2 Supervisors, identifies the protection, enhancement, and restoration of surface and groundwater
3 resources as a high priority; and
4
5 WHEREAS, land use practices play a critical role in how nutrients and sediments are
6 delivered to the watersheds within St. Croix County; and
7
8 WHEREAS,population growth and land use changes within St. Croix County have
9 contributed to nonpoint source pollution to the waters of St. Croix County; and
10
11 WHEREAS, the Wisconsin Department of Natural Resources through the Urban
12 Nonpoint Source and Stormwater Management Program provides grant funds up to $85,000 for
13 planning projects; and

15 WHEREAS, the Community Development Department is interested in acquiring a grant
16 from the Wisconsin Department of Natural Resources for the purpose of evaluating current
17 ordinances, develop stand-alone ordinances for stormwater management, sediment and erosion
18 control, develop low-impact design standards and develop training tools to improve ordinance
19 implementation; and

21 WHEREAS, the Wisconsin Department of Natural Resources will reimburse the County
22 for up to 50% of the cost to carry out the grant activities including stormwater planning,
23 ordinance development, and information and education activities; and
24
25 WHEREAS, the Community Development Department will use matching grant funds
26 from the St. Croix River Crossing Growth Management Mitigation Funds that will result in
27 natural resource enhancement,pollution prevention, and other environmental protection.

29 THEREFORE, be it resolved that the St. Croix County Board of Supervisors authorizes
30 the Community Development Director to apply for a Urban Nonpoint Source & Storm Water
31 Management grant from the Wisconsin Department of Natural Resources for an amount not to
32 exceed $85,000.

FURTHER, be it resolved that the Community Development Department shall comply
with state rules,perform force account work, and comply with the terms of the grant.

Fiscal Impact: The$170,000 grant is a 50 percent matching grant. The County's 50 percent
share of$85,000 will come from St. Croix River Crossing Growth Managmenet
Mitgation funding. There will be no use of County levy funding.
