, ��, UNTy RESOLUTION SUPPORTING WIDNR GRANT APPLICATIONS

1 WHEREAS, the St. Croix County Outdoor Recreation Plan, adopted by the County
2 Board of Supervisors identifies the need to expand outdoor recreational opportunities in the
3 County through land acquisition, facility development and expansion of a county-wide
4 multijurisdictional trail system; and
5
6 WHEREAS, the St. Croix County Outdoor Recreation Plan identifies a high priority to
7 acquire lands along the Lower St. Croix River, to protect scenic, threatened, environmentally
8 sensitive, historic, cultural or native natural areas and provide access for the public to the St.
9 Croix River National Scenic Riverway; and

11 WHEREAS, St. Croix County is projected to be one of the fastest-growing counties in
12 Wisconsin and preservation of open space and expansion of existing park facilities is needed to
13 serve a growing population; and
14
15 WHEREAS, St. Croix County entered into a Cooperative Agreement for Riverway
16 Mitigation as part of the St. Croix River Crossing Project with the Minnesota Department of
17 Transportation, MN/DOT Agreement No. 95705 on April 19, 2012,per the agreement, St. Croix
18 County received $2 million for mitigation to blufflands to provide replacement lands that offset
19 the impacts of a new crossing on the Wisconsin bluff and provide land and water conservation,
20 scenic protection and low-impact public recreation; and
21
22 WHEREAS, St. Croix County purchased 53.29 acres on the St. Croix River in 2015 using
23 Riverway Mitigation Funds; and
24
25 WHEREAS, an application identifying 114 acres on the St. Croix River, containing 1,550
26 feet of rugged river frontage, adjacent to existing county property was submitted to the
27 Community Development Department by the landowners; and

29 WHEREAS, the Community Development Committee visited the property, authorized
30 staff to have the property appraised, begin negotiations with the landowners, make offer to
31 purchase and seek additional acquisition funding opportunities; and
32
33 WHEREAS, the Community Development Department seeks authorization to submit an
34 application to the Wisconsin Department of Natural Resources for financial assistance under the
35 Knowles-Nelson Stewardship Program; and
36
37 WHEREAS, St. Croix River Crossing Project funds (SCRCP),provided through the
38 MN/DOT Agreement No: 95705 which are non-levy funds, will be utilized for grant match,
39 acquisition and expenses.

41 WHEREAS, Community Development Committee will bring any Offer to Purchase to
42 the Administration Committee and County Board for approval; and

44 THEREFORE, be it resolved that the St. Croix County Board of Supervisors authorizes
45 the Community Development Director to submit a Stewardship grant application to the
46 Wisconsin Department of Natural Resources for the 114 acres of land along the St. Croix River.

48 FURTHER, be it resolved that the Community Development Department shall comply
49 with all Stewardship laws and regulations and will meets its obligations under the terms of the
50 grant.

Legal Note:
Fiscal Impact: .Funding sources for the acquisition of land would not include St. Croix County
levy funds. A combination of St. Croix River Crossing Bluffline Mitgation funds
awarded to St. Croix County and the Wisconsin DNR and grant funds would be
utilized for acquistion. Future development of acquired property would be
necessary but grant funding would be utilzed where possible and the faciltiies
would be designed for low impact recreational use.
