S � "�` `' � RESOLUTION CREATING GREEN TIER PROGRAM
1 WHEREAS, the Wisconsin Department of Natural Resources in partnership with the
2 League of Wisconsin Municipalities, 1,000 Friends of Wisconsin,Wisconsin Energy Conservation
3 Corp, Municipal Environmental Group, Center on Wisconsin Strategy, and the cities of Appleton,
4 Bayfield, Fitchburg, and Middleton and the Village of Weston have created a Green Tier Charter
5 for Legacy Communities to assist municipalities in achieving superior environmental performance
6 in the following areas: water resources management; sustainability practices; goals relating to
7 economic development,public health and social equity;and to recognize their efforts and progress;
8 and

10 WHEREAS, St. Croix County would subscribe to the sustainability component of this
11 Charter to develop a Sustainability Implementation and Monitoring Plan which may include one
12 or all of the following elements:
13 1. `Build and Buy Green' strategies and programs.
14 2. Strategies to promote environmental stewardship in the private sector.
15 3. Transportation policies and actions that increase pedestrians, bicyclists, transit
16 passengers as a primary mode of transportation, and that are designed to reduce public
17 per-capita vehicle miles traveled and greenhouse gas emissions.
18 4. Land use policies and actions that seek to identify, cleanup and redevelop brownfield
19 sites, promote street connectivity and mixed-use development, and protect natural
20 resources.
21 5. Environmental stewardship, energy efficiency, waste and materials management
22 policies and the use of renewable fuels to reduce total energy consumption throughout
23 the community
24 6. Local government practices that encourage county employees to conserve energy,
25 preserve the environment, and decrease greenhouse gas emissions from county
26 facilities, services, and vehicle fleets.
27 7. Encourage residents and businesses to adopt sustainable practices; and

29 WHEREAS, St. Croix County has been invited by the Wisconsin Counties Association to
30 join in this voluntary program and believes participation will further enhance the County's current
31 commitment to sustainability; and

33 WHEREAS, St. Croix County will benefit from such a partnership with the Green Tier
34 Legacy Communities Program by receiving positive recognition, gaining access to a DNR staff
35 liaison and DNR resource team, receiving prioritization in applying for certain grants and
36 streamlining of certain DNR permitting processes; and

38 WHEREAS,by adopting this resolution St. Croix County agrees to sign and comply with
39 the Green Tier Charter for Legacy Communities. St. Croix County staff will participate in quarterly
40 meetings,network and share information with the public and the communities in the program, and
41 provide an annual report noting the progress in meeting goals, baselines and sustainability plans.

45 NOW THEREFORE BE IT RESOLVED by the St. Croix County Board that it declares
46 itself a signatory to the Green Tier Charter for Legacy Communities and authorizes the County
47 Administrator to take all actions necessary for St. Croix County to participate in the Green Tier
48 Legacy Program.

50 BE IT FURTHER RESOLVED, that County staff are directed to assist with meeting the
51 Charter goals and to submit an annual report to the Organizational Signatories; and

53 BE IT FURTHER RESOLVED, that upon adoption, the County Clerk is hereby
54 directed to send a copy of this resolution to the Wisconsin DNR and the Legacy Communities
55 Green Tier Steering Committee.
