ST. RQ UNT`r( RESOLUTION SUPPORTING RETENTION AND EXPANSION
OF WISCONSIN'S AGING AND DISABILITY RESOURCE
CENTERS' DEMENTIA CARE SPECIALIST AND
PROMOTING THE WORK OF THE DEMENTIA COALITION
IN ST. CROIX COUNTY
1 WHEREAS, in Wisconsin, it is estimated that 115,000 individuals age 65 and older are
2 living with some form of clinically diagnosable dementia, and by 2040 that population is
3 expected to grow to 240,000; and

5 WHEREAS, in St. Croix County, it is estimated that over 1,100 individuals are living
6 with some form of clinically diagnosable dementia, and the care and treatment of persons with
7 dementia is now being described as a public health emergency; and
8
9 WHEREAS, 70% to 90% of people with dementia live in their home and 22% live
10 alone; a diagnosis of dementia does not mean a person has to lose their dignity or their ability to
11 remain in their home and part of the community; and

13 WHEREAS, St. Croix County has made a significant commitment to persons with
14 dementia through the critical work of the Aging and Disability Research Center's (ADRQ
15 Dementia Care Specialist (DCS), and through the work of the Dementia Coalition, which
16 includes the Purple Angel Program (Business Training Program) and Memory Cafes; and
17
18 WHEREAS, the DCS and Dementia Coalition strive to improve the quality of life for all
19 those affected, including people living with memory loss and their caregivers, while helping
20 people to remain in the community where they want to live and cost-savings to taxpayers can be
21 realized; and

23 WHEREAS, the ADRC of St. Croix County has experienced a steady growth in contacts
24 by consumers, caregivers, and professionals, specifically there were 10,315 contacts in 2016; and
25
26 WHEREAS, the State of Wisconsin Department of Health Services' proposed budget
27 does not include funding for the DCS positions in 2017-2019, thereby removing this valuable
28 expertise and coalition support from the community.

30 THEREFORE BE IT RESOLVED that the St. Croix County Board of Supervisors
31 respectfully requests that these critical programs and services be consistently available in St.
32 Croix County and around the State of Wisconsin by having the state add Dementia Care
33 Specialists funding to ADRC base allocations in the next proposed 2017-2019 biennial state
34 budget.

36 FURTHER BE IT RESOLVED that the St. Croix County Board of Supervisors directs
37 the County Clerk to forward this resolution to the Governor, St. Croix County Legislators,
38 Wisconsin Counties Association, Aging & Disability Professionals Association of Wisconsin,
39 Wisconsin Advocacy Network, and Greater Wisconsin Agency on Aging Resources and
40 Disability Rights Wisconsin.
