WHEREAS limited special interest groups of this stab feel that collective
bargaining in its present form does not provide su7fficie.it oppouxtStice for the
elimination of impassea during collective bargaing, tend
W'ZREAS the collective bargaining process h" brou3kst suh jtantial stability
to the relat±onahip between employers and employees in W;iacczu n ao Wisconsin public
employers and their employees have gained more experience wiih public sector
collective bargaining, and
WEMUUS collective bargaining for public employees has be�.a the.policy
of the State of Wisconsin since 1959, and
by a narrow margin of 11 to 8, the Special Study Committee on
Publio Sector Bargaining Impasses has reeo=anded a substantial z*vision in the
present law regarding Impasse resolution tnstirugh a procesa including,binding
arbitration, and
P WBEREAS the adoption of a,binding arbitration law would acbetamtieuy
reduce the responsibility of local government officials for the operation of
local government and pass that responsibility to a third party who is neither
a resident of the tax district nor knowledgeable regarding local affairs, and
WMR$iS the general welfare of the citizens of this state would ba
adversely affected under the proposed binding arbitration law;

regular seasion that St.. Croix County supports the continuation of the present
program of colleetiv'e Uargaining to resolve oollective bargainixig impaaaes &S
prescribed by :Notion `1::1.70 of the Wisconsin Statutes,

St. Qmix County hereby goon ca record as tzaing opposed to t *4iTZ arbitrations

AND BE TP F'ORTMA RESOLVED by the Cattaty Boaad of Supervisors of St, Croix
County, that the Board hereby petitions the State of Wi6con34'rz through It$
appropriate legieleUve bodies that tae proposed change in the collective
bargaining impasse law (AaeemblY Bill 605) be regeeted b9 the WioconsiA Legialat).�re,
