TAX LEVY INCREASE DICTATIONS

'WHEREAS, Chapter 90, Laws of 1973, imposed a limit on local government
tax levies, and
WHEREAS, the Governor assured municipal officials (while campaigning
for reelection) that this limitation would only be in effect for one year, and
WHEREAS, the new proposed Budget Bill (Assembly Bill 222) again imposes a
municipal tax levy limitation, which is an unwarranted state intervention in
local affairs, while at the same time reduces various state aides to
municipalities, and
WHEREAS, Sections 70.62, 62.122 61.46, 60.18 of'the Wisconsin Statutes
already impose realistic limits on municipal tax levies, and t
WHEREAS, it is our considered opinion that the State Budget Bill should
be the bill to provide financing for State Government and various other State
programs and nota vehicle to impose policy changes that have no connection
with State finances, and
WHEREAS, municipal officials are elected to govern their own affairs,
to provide the services they consider necessary or desired by their electorate,
and to raise the taxes necessary to finance these services, and
F. WHEREAS, it is felt the citizens of any municipality are intelligent
enough to unseat any elected official they consider guilty of increasing
taxes unnecessarily. St. Croix
NOW THEREFORE BE IT RESOLVED, by the County Board of Supervisors,
that this Board go on record as being strenuously opposed to the tax levy
limitation imposed by Sections 435, 439, 441, 442, and 457 of Assembly Bill 222,
and
FURTHER RESOLVED, that the County Clerk send a copy of this resolution to
the Governor, each legislator representing St. Croix County each
County Board Chairman, the Wisconsin County Boards Association, and each
municipal governing body in St. Croix County.
