RS,SMMICM AUTHORIZING ST. CROIX COMY'S
PARTICIPATION IN TRE USE OF AId'RRM09 SAKITARY
DISPOSAL SYSTM
WREg the Small 80&10 waste Management Project, s cooperative project
at the University of Wisconsin-Madison, is performing research in the area
of sewage treatment and disposal and has developed alternate systems to
adequately treat and safely dispose of wastewater an sites previously not
suited for conventional septic tank-soil absorption systems, and
WHEREAS any use of these alternate Watow is under the jurisdiction of

the Division of Health of the State of Viacom", and the Division has approved
for use three alternate systems, and

Division of Health has imposed certain requirements upon any county whiah desires
to permit such use, and

1. Authorise, require and Dap the most of ams or more of the ooMMV

an educational program developed to train these offlat&ls in the teehniquee
to be used in the construction and monitoring of alte~te systamsl
2. Require a trained official to inspeet each alternate system during
construction in the manner and at the time specified at tDe training program
and to coWlete an inspection checklist provided by 11n Division; k
3. Require that the trained official making the inspection sign a
statement certifying that he inspected the oonstructim of the alternate system
and further require that the official mail this statement to the Division within y
10 days after his final inspection of the systw; r
4. Supply sufficient !lending to permit a trained official to monitor
each alternate system installed in the oomty for a period of one year after
the system is put into use and to require this trained official to 80 monitor
the system and to send a report stating the operating status of each system
to the Division at the end of the one year period; and
5. Not to permit the installation or construction of any alternate
system unless the Division has approved the construction of that system.
6. Systems to be installed on existing housing only as replacement systesis.

6. Shall charge a reasonable fee to defray costs inburred by
County officials engaged in actual inspections required by this program,
said fee not to exceed =100.00.
