R E S O L U T I O N
Opposition To Long-Term Care Standards

(Nursing Homes)
WHEREAS, the Health Policy and Planning Council and the Wisconsin
State Division of Health have drafted Proposed Planning Standards for
Long-Term Care (Nursing Homes) Facilities; and
WHEREAS, these standards are unnecessarily rigid and hard to
comply with, especially for all nursing homes providing "personal care"
and whose residents do not require "skilled nursing care"; and
WHEREAS, these standards recommend an optimum size of 100-300 bed
capacities, with a minimum sixe of 60 beds allowed, citing justification
as "Facilities smaller than 60 beds represent inefficeint investment of
human and financial resources"; and
WHEREAS, this represents a trend to eliminate small, privately
operated nursing homes serving rural areas near the homes, friends and
relatives of nursing home residents; and
WHEREAS, Chapter H-32, Wisconsin Administrative Code and Title 45,
Section 249 U.S. Code, have made compliance with regulations extremely
difficult for small nursing homes; and
WHEREAS, there is a need for nursing homes of less than 60 beds
in Wisconsin which provide a "home" atmosphere and personal care;
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors that the Congress, the Department of Health,Education and
Welfare, the Wisconsin Legislature and the State Department of Health and
Social Services are hereby petitioned to amend or eliminate the unreason-
able regulations which are jeopardizing small nursing homes and their
residents; and
BE IT FURTHER RESOLVED, that copies of this Resolution be sent to
Congressional Representatives, the state legislators serving St. Croix
County, all County Board Chairmen, and the Secretary of the State Depart-
ment of Health and Social Services; and

BE IT FURTHER RESOLVED, that a copy be sent to the Executive
Director of the WCBA with a request by the County Clerk that this

Resolution be placed onthe agenda of the 1975 WCBA Convention.
