<MREAS, costs of the construction and maintenance of streets and highways are
increasing annually, and
WHEREAS, it is becoming increasingly difficult for local units of government to
raise property taxes to meet the needs of their streets and highways, and
WHEREAS, it is also becoming more difficult for the state to meet the construction
and maintenance costs of state highways, and
WHEREAS, if the proportion of the highway user fees collected by the state and

returned to the local units of government for street and highway purposes is
decreased as requested by the Governor's proposal, and
WHEREAS, if the local units of government are to continue to maintain and improve
their streets and highways systems it will put a greater burden on local property
taxes, and
WHEREAS, if highway user funds now designated for the state highway system are used
for mass transit as now proposed and requested by the Governor it will mean a
continued deterioration of our state highway system, and
WHEREAS, a greater amount of highway user fees not a lesser amount is needed by the
local units of government and the Wisconsin Division of Highways to meet increased
maintenance and construction costs.
THEREFORE, BE IT RESOLVED that the formulas now being used to allocate the highway
user fees to the local units of government and the Division of Highways continue to
be in effect.
BE IT FURTHER RESOLVED, that copies of this resolution as adopted by the St. Croix
County Board of Supervisors be sent to the Governor, legislators from this district
and all County Boards in Wisconsin.
