(7JJ GENERAL RELIEF - LEGAL SETTLEMENT WHEREAS, the determination of legal settlement after persons have sought general relief from various counties in the state has created considerable dispute between County Social Services Departments and substantial litigation before the Courts and the State Department of Health and Social Services in determining legal settlement; and WHEREAS, the process of collecting for General Relief issued to persons with legal settlement in another county is expensive, not only because of the time consuming paper work required, but also because of legal services and court costs When litigation is necessary to affect collection; and WHEREAS, it is often impossible to obtain reimbursement from other Wisconsin Counties for General Relief issued without going to some litigation process; and NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors that the legislature of the State of Wisconsin repeal the requirement for determination of legal settlement to-grit: Section 49.10 of the Wisconsin Statutes, and establish the determination oflegal settle- ment to be considered the domicile or residence of the persons seeking relief; BE IT FURTHER RESOLVED that a copy of this resolution be forwarded by the County Clerk to the Governor, State Representatives representing St. Croix County, and to the Wisconsin County Boards Association.
