•, A .�;,, the state Department of Health and Social Services
is currently in the process of reorganizing their internal open-
ations; that simultaneously they are proposing a Community Human
Services delivery system statewide compatible with the proposeu
Departmental reorganization; and
,qHEiEAS, after examination of the Community Human Services
proposal, the St, Croix County Board is of the opinion that there
are contained within the proposal some serious problems; that y
these problems can be defined as follows;

in authority.
(4) That all counties have only recently appointed 51.42/51•
437 Boards, who have not had sufficient time to implement
their program, and the human services system world serve
to eliminate unified boards after only a short period of
time.
(5) That state funds are being withdrawn, yet implications
are that local services to implement programs will be
demanded in ,assembly Bill 222 and no public health
represantation is specified on the Human Services Board.
i,'Ovd, TI-EtEAS, BE IT RESOLVED by the St. Croix County Board
of Supervisors that St. Croix County go on record as beim* opposed
to the current proposed concept of the. Community Human Services
delivery system because of the aforementioned reasons.
BE IT FU-MIER itESOLVEli ti,at copies of this resolution be
forwarded to the Governor, the Secretary of the Department of
Health and Social Services, and the 'gisconsin County Boards Assoc-
iation and members of the Joint Finance Committee of the Assembly
and Senate.
That this resolution shall become effective upon adoption
and passage.
