TO DIRECT THE JOINT LEGISLATIVE COUNCIL TO CONDUCT A STUDY OF THE
STRUCTURE, ORGANIZATION AND OPERATION OF OFFICIAL STATE AND LOCAL
PUBLIC HEALTH AGENCIES AND RELATED AGENCIES AND TO MAKE RECOKMMATIONS
TO THE LEGISLATURE ON JANUARY 28, 1976.
WHEREAS, the Select Committee on Health and Social Services in the few
months of its existence was mandated to create a plan to revise the delivery of
social services and public health services on both state and local level, and
WHEREAS, the Select Committee chose to devote its main energies to social
services and as a result the consumers of public health services, the representatives
of local government and local and state providers of public health services were
not allowed to have adequte input.
WHEREAS, the following factors were not considered by the Select CoiMittee:
1. Local public health services are directed to all the
people and, therefore, financed nearly in total by
local property tax funds.
2. Local government must be responsible for the organization and
delivery of basic public health services.
3. Local health services must include in a single agency the components
of personal, public, mental and environmental health.
4. Local government has demonstrated that it has the knowledge and
structure to carry out effectively public health programs if
adequately financed.
WHEREAS, the process staged for legislative consideration of the Select -
Committee recommendations, as expressed in AB-222, will not permit the due process
of deliberate consideration and debate in the Legislature;
NOW, THEREFORE, BE IT RESOLVED by the St, Croix County Board of Supervisors
in regular session, that the Joint Legislative Council is directed to study, submit
a report, and make recommendations on the following aspects of public health:
1. The structure, organization, and operation of official
public health and related agencies on both the local and
state level.
2. Alternate organizational linkages between state and local public
health agencies.
3. The present methodologies of state and local public health
service systems and proposed alternatives.
BE IT FURTHER RESOLVED, that no substantive public health reorganization
shall occur prior to the report of such findings and recommendations, and conse-
quent action of the Legislature.
