Flood Plain Ordinance on November 14, 1967, effective January 1, 1968, and WHEREAS from time to time it is necessary to update said ordinance to comply with state and federal regulations, and to meet standards set forth by the National Flood Insurance Program, THEREFORE BE IT RESOLVED that the St. Croix County Board re-enact said Flood Plain Ordinance as follows, and BE IT FURTHER RESOLVED that the County Clerk send a copy of this resolution to the Division of Environmental Protection, P. Hen y Lowe r' �yrr , G orge H p Victor Jac son FLOOD PLAIN ORDINANCE Section 1,0 Statutory Authorization, Finding of Fact, Statement of Purpose, and Title. 1. 1 Statutory tuthoriza.tion: This Ordinance for flood plain protection is adopted pursuant to the authorization contained in Section 87. 30 and Section 59. 97 of the Vdisconsin Statutes. 1. 2 Finding of Fact: The uncontrolled use of the flood plains, rivers or streams of the County of St. Croix, SA'isconsin adversely affects the public health, safety, convenience and general welfare and impairs the tax base of that County. In addition, extraordinary public expenditures may be required for the protection of persons and property and for the relief of distress in areas subject to periodic flooding. Filling, construction, and certain other land use practices have been determined to be major causes of such effects. The effects of a single fill or other project upon flood heights, velocities, or flood plain storage areas may be relatively insignificant compared to the combined effects of a number of such projects which, over a, longer period of time, may drastically increase the flood hazard. Without a competent analysis of such projects, it is not possible to adequately ascertain the effects of each flood plain use upon subsequent development or compatibility thereof with the long- range needs of the community. -3- 1.32 Protect human life and health; and property damage. 1.33 Minimize expenditures of public monies for costly flood control projects; 1. 34 Minimize rescue and relief efforts, generally undertaken at the expense of the general public; 1. 35 Minimize business interruptions; 1. 36 Minimize damage to public facilities on the flood plains such as water mains, sewer lines, streets, and bridges; 1. 37 help maintain a stable tax base by the preservation or en- hancement of property values for future.flood plain development. In addition, development of future flood blight areas on flood plains will be minimized and property values and the tax base adjacent to the flood plains will be preserved; 1. 38 Discourage the victimization of unwary land and home buyers.
