of St. Croix County for a total of more than twenty-five miles and has long
been an attraction and of scenic value to St. Croix County, and
WHEREAS the highest density of population in St. Croix County.
resides in the western portion of St. Croix County, and
WHEREAS we fully recognize' the value of the river valley but question
the priorities with regard to sewer, water, schools, medical care, housing,
employment opportunities, transportation, law enforcement, soil conservation,
all of which are making demands on the tax dollar, and
WHEREAS the St. Croix River is being considered for inclusion in
the Wild Rivers System by the Federal government, and
WHEREAS we support the preservation of our resources, but wedo not
feel that the preservation of"an area of national significance should be a
burden to residents of St. Croix County,
BE IT RESOLVED that Congress give adequate consideration to the loss
of tax base that will be incurred by St. Croix County through purchase of
lands and reductions in value by.easement restrictions, and
BE IT FURTHER RESOLVED that property owners be, adequately reimbursed
for their losses of property and rights to use their property; and
BE IT FURTHER RESOLVED that consideration be given communities that
have bonded to provide municipal funds, and schools be reimbursed to reduce
the hardship of satisfying these bonds on a reduced tax base, and
BE IT FURTHER RESOLVED that the Federal government fund for adequate
maintenance of these properties which are currently being maintained by the
owners of the property, and
BE IT FURTHER RESOLVED that adequate access to the river and enforce-
ment and regulation of the.river be given to insure the greatest utilization
of this resource by the citizenry, and
BE IT FURTHER RESOLVED that we firmly oppose dredging or canal
work that has been proposed to use the St. Croix River as a link with the
Great Lakes, and
BE IT FURTHER RESOLVED that the County Clerk be instructed to
mail a copy of this resolution to each of our representatives. The County
Clerk shall also mail a copy of this resolution to Pierce and Polk Counties
for their consideration, and
BE IT FURTHER.RESOLVED that a copy of this resolution be mailed
to local units of government for their comments.and forwarding on to their
representatives.
