WHEREAS, at a meeting held ` the Sheriff's
Committee authorized the preparation of specifications and the publication for
bids in the Hudson Star Observer for radio units for the Sheriff's Office and some
of the other municipalities in St. Croix County, and,
WHEREAS, specifications were prepared and submitted to some of
the interested bidders, but publication was not made in the Hudson Star Observer, and,
WHEREAS, District Attorney advised the Sheriff's Committee that
it was his opinion that they were bound by their own acts and that since the
minutes called for publication, and publication was not made, that some third
party interested as a bidder could properly object because of failure to have
received proper notice, and,
WHEREAS, the purchase of these radios is deemed urgent, and in
fairness to those parties who did submit bids, it is deemed proper to proceed
through the County Board for authorization to negotiate directly with the low
bidders and to rescind proceedings heretofore had for the reception of such bids.
NOW THEREFORE BE IT HEREBY RESOLVED, that the Sheriff's and
Magistrate's Committee is hereby authorized to enter into negotiations with the
low bidders on bids previously received and at their discretion arrive at
arrangements for purchase of such radios and elepsY �' s
to �+ caa=d-fir sonf=�=i .�The committee is further authorized
to determine that the foregoing procedure is acceptable to the Federal Agency
making the grant and that the funds will not be placed in jeopardy because of
this resolution. If such funds are in jeopardy then the committee shall reject such
bids
