R E S 0 L U T I O N -�
RESOLUTION ESTABLISHING A COMPREHENSIVE COMMUNITY
PLAN FOR MENTAL HEALTH, MENTAL RETARDATION,
ALCOHOLISM AND DRUG ABUSE SERVICES PURSUANT TO
WISCONSIN STATUTES 51.42-
WHEREAS,
1.42WHEREAS, due to pending administrative changes on the
state and federal levels, continuance of purchase of services
funding for community mental health, mental retardation,
alcoholism and drug abuse services can be provided only by a
county government appointed administrative board; and
WHEREAS, Section 51.42 of the Wisconsin Statutes
authorizes the County Board of Supervisors to establish a
community mental health, mental retardation, alcoholism and
drug abuse program, to make appropriations to operate the program
and to authorize the Board of Directors of the program to apply for
grants in aid;
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County
Board of Supervisors that a community mental health, mental retarda-
tion, alcoholism and drug abuse board shall be established pursuant
to Wisconsin Statutes 51.42 which shall be composed of nine persons
of recognized ability and demonstrated interest in the problems of
the mentally ill, mentally retarded, alcoholic or drug abuser, but
not more than five members may be appointed from the County Board
of Supervisors;
THAT the said community mental health, mental retardation,
alcoholism and drug abuse board shall have the powers and duties as
set forth in Wisconsin Statutes 51.42;
THAT the terms of appointment for Board members shall be
for three years, but for the members first appointed, at least one-
third shall be appointed for one year and at least one-third for two
years, with the remaining members appointed for three years.
BE IT FURTHER RESOLVED, that the St. Croix County Board
of Supervisors hereby designates the said Community Mental Health,
Mental Retardation, Alcoholism and Drug Abuse Board established under
Section 51.42 as the Community Developmental Disabilities Board.
