RESOLUTION OBJECTING TO THE PROPOSED STATE ASSUMPTION
OF COUNTY ADMINISTRATED PUBLIC ASSISTANCE AND SOCIAL
SERVICES, HOWEVER FAVORING THE STATE ASSUMPTION OF THE
COUNTY'S SHARE OF MEDICAL ASSISTANCE COSTS (ASSEMBLY
BILL 300 - GOVERNOR'S BUDGET BILL)
WHEREAS, the Florence County Board of Supervisors adopted the following
resolution on January 19, 1973;
'WHEREAS, it has.come to our attention that the State
of Wisconsin and Federal government's position to delegate
more responsibility and control to local governmental units
and counties,
WHEREAS, historically when the State and National
Governments have taken over reaponsiblity for payment of
costs they have also taken over administrative control,
WHEREAS, We, the local people, pay the costs ultimate-
ly through taxation and therefore should maintain control
of administrative and policy setting actions that affect
the local welfare client and taxpayer,
WHEREAS, the best interests of the welfare recipiiats
and the taxpayers will not be served if there is no longer
any policy or control on a local level,
BE IT THEREFORE RESOLVED, that the Florence County
Board of Supervisors go on record as vehemently opposing
the State of Wisconsin's plan to take over administrative
responsibility of the County Social Service Departments,
BE IT THEREFORE RESOLVED that copies of this Resolution
be sent to the Governor of the State of Wisconsin, to the
Secretary of the State Department of Health and Social Services,
to the State Board of Health and Social Services, to the State
Legislative Finance Committee, to the Florence County Legis-
lative Representatives, to the Wisconsin County Boards' Associ-
ation, and to all County Boards of Supervisors in the State of
Wisconsin."
WHEREAS, the Fond du Lac County Board of Supervisors adopted a similar
resolution which objected to the proposed State assumption of County adminis-
tration public assistance and social service programs; and
WHEREAS, the St. Croix County Board of Super*1sors favors and supports
the position taken by the Florence County Board of Supervisors as set forth
in the above indicated resolution, which objects to the State takeover of
County Welfare Departments with a 25% charge-back to the county; and
WHEREAS, the St. Croix County Board of Supervisors favors and
supports the proposal in Assembly Bill 300 which provides for the State of
Wisconsin to assume the county's share of the Medical Assistance costs; and
NOW THEREFORE, BE IT RESOLVED, that the St. Croix County Board of
Supervisors favors and supports the position of Florence County which opposes
state administration of Welfare, however favors and supports the proposal for
the State of Wisconsin to assume the County's share of the costs of the
medical assistance program; and
BE IT FURTHER RESOLVED, that copies of this Resolution be sent to
the Governor the State of Wisconsin, to the Secretary of the State Department
of Health and Social Services, to the Legislative Representatives for St.
Croix County, and to the Wisconsin County hoards' Association.
