HomeMy WebLinkAboutResolution 1973 (25) RESOLUTION ------ �----------- WH7RFAS, Governor Lucey plans to close the Wisconsin State Reformatory by removing the operational funds from the budget, and WHFRFAS, the closing of the Reformatory would leave only the Wisconsin State Prison, an 1854 facility, as the maximum security facility in Wisconsin, and WILFRr-AS, it would be necessary under these circumstances to confine felony offenders as young as 16 wit1h the hardened, professional criminals at the State Prison, and WHEREAS, in 1970 there were 3,037 violent crimes of murder, manslaughter, forceable rape, robbery and aggrevated assault and by 1975 this violent crime rate is expected to rise to 5,920 according to Crime information bureau projections, and WHEREAS, the State Prison has a rated capacity of 786 and 1,200 to 1,300 offenders would immediately be jammed into the institution with the closing of the Rgformatory thereby insuring the fact that it would remain overcrowded, and WHF3r,AS, with the Reformatory remaining open it might appropriately house between 500 and 600 inmates and the Prison between 600 and 700 unmates thereby insuring that the best interests of the public as well as the inmates would be served, and WH17R7AS, if consideration is to be given to the closing of the Reformatory, that public hearings should be held only after specific legislation is intro- duced to give the people of Wisconsin an opportunity to express their opinion at to whether they want to take the involved risks. T'r7_d7FORF BF IT R7SOLV7D, that the St. Croix County Board of Supervisors hereby publicly records that in the best interests of the citizens of St. Croix County and the State of Wisconsin they unalterably oppose Governor Lucey's proposal to close the Wisconsin State Reformatory, and BE IT FURTHER RESOLVED, that the St. Croix County Board of Supervisors does hereby petition all County Boards in the State of Wisconsin and all Wisconsin Legislators to declare their intent to oppose the closing of the Reformatory, and BE IT FURTHER RESOLVED, that copies of this resolution be for^oarded to Governor Lucey, to the Wisconsin County Boards Association, all County Clerks in Wisconsin and the Represntative to the Assembly and the Senators representing St. Croix County.
