ADMINISTRATION COMMITTEE -
December 5,2000
Meeting called to order by Chair Bieraugel at 9:00 a.m.
Members Present: Nancy Bieraugel,Linda Luckey,Tom O'Connell, Gerald Peterson
and Daryl Standafer.
Others Present: Administrative Coordinator Chuck Whiting, Corporation Counsel Greg
Timmerman,Planner Ellen Denzer and Supr. Julie Speer.
Adoption of Agenda: Motion by Peterson, 2nd by O'Connell to adopt the agenda as
presented. Carried.
Adoption of Minutes: Motion by Peterson,2nd by Standafer to approve the November
7',2000 meeting minutes. Carried.
Next Meeting: Tuesday,January 2nd,2001 1:00 p.m.
UNFINISHED BUSINESS
Rules and By-Laws: Web Page policy to be discussed later in meeting.
Legislative Issues: No issues have been brought to our attention. Standafer mentioned
that Sheila Harsdorf will be sworn into office at River Falls sometime in January. He
will inform us with the date,time and location, as soon as he finds out.
Redistricting: Ellen Denzer invited us to see how the State WISE computer software
program works. The committee decided to wait until the end of the meeting to go to
Ellen's office for the demonstration.
Number of Supervisory Districts: Motion by Standafer,2nd by O'Connell to approve
the resolution directing that the number of supervisory districts for St. Croix County—
effective in 2002 shall be 25. Discussion followed.
Supervisor Standafer stated that it takes 33 Senators to run the State government,and we
have 31 Supervisors running St. Croix County.
Motion by O'Connell,2nd by Peterson to amend the resolution with the following
statement: "A smaller board would be more fiscally responsible." Motion carried 5-0.
Committee voted 5-0 to present the amended resolution to the full board at the December
meeting.
Content of County Web Page: Luckey gave more information to the committee
explaining the dangers of giving out personal information such as home address and
phone on the World Wide Web. Stealing personal information enables criminals to forge
false identifications such as driver's licenses. She also reported that we could have a
voice mail system at St. Croix County,at no extra cost to the county. Bieraugel said this
would be an improvement in communications between constituents as well as board
members and staff.
Supervisors already have a mail box at the government center—so if they chose to have
the government center listed as their address, any correspondence could be forwarded
with other county mail which is sent out west weekly.
Bieraugel asked Luckey if she could make a presentation to the full board at the
December meeting to inform supervisors of concerns and suggested improvements.
Luckey also had designed a form that each Supervisor could fill out to chose how they
would like their information presented.
Motion by Luckey,2nd by Peterson to present the resolution and form to the full board at
the December meeting. Passed 4-1, (Standafer opposing).
Opposition to WCA Lobbying on behalf of Gambling Industry: The committee
discussed at great length WCA's involvement with lobbying Layfayette County on behalf
of the Lac du Flambeau tribe to approve an off-reservation casino plan. The contract
wouldgive millions of dollars to WCA Services,Inc. over the years.
WCA clearly has a conflict of interest by entering into a contract with a special interest
group such as the Lac du Flambeau which expands gambling in the State of Wisconsin.
This could hold true with any contracts formed with special interest groups—and not just
the gambling industry.
Bieraugel presented the results of the 1993 State-wide referenda,which showed that 63%
of the voters do not want gambling expanded. Off-reservation casinos would add tens of
thousands of slot machines to the State of Wisconsin. A poll conducted by the Wisconsin
Policy Research Institute in October of 2000, showed that 65%of the people in the State
of Wisconsin specifically oppose off-reservation casinos.
Although the lobbying was done by a for-profit corporation—it is wholly owned by
WCA.
The history of the forming of WCA was presented. Lobbying for special interest groups
was not what the WCA organization was intended to be used for. WCA needs to
represent all of the counties in the State of Wisconsin. Any approval of off-reservation
casinos could set a precedent that would harm communities who are fighting to keep off-
reservation casinos out of their community.
A letter from Waukesha County was distributed. They want the lobbying stopped.
Motion by Bieraugel, 2nd by O'Connell to direct Corporation Counsel Timmerman to
prepare a resolution stating St. Croix County's opposition to WCA lobbying for gambling
for the January County Board meeting. Motion carried 5-0-
Committee Restructure: To be discussed in January.
NEW BUSINESS
Legislative Breakfast: The committee decided to coordinate the traditional January
Legislative Breakfast with the Health&Human Serviced Department who will be
having a meeting with the legislators on January 15th. A 7:00 a.m. breakfast at Suzanna's
in New Richmond was agreed upon. (The legislators meet at the Health Center later in
the morning).
The committee recessed at 10:35 a.m. to go to the Planning Department and have a
demonstration on the WISE program.
Supr. Standafer opted to not attend the demonstration.
Motion by O'Connell,2nd by Peterson to adjourn at 11:00 a.m. Carried.
