Meeting called to order at 9:04 A.M. by Chair Bieraugel.
Members Present: Bieraugel, Luckey, O'Connell and Standafer. Peterson excused.
Others Present: Administrative Coordinator Chuck Whiting, Planner Ellen Denzer,
Supr. Julie Speer and Corporation Counsel Timmerman at 10:15 A.M.
Adoption of Agenda: Motion by O'Connell, 2nd by Luckey to adopt the agenda as
published. Carried.
Adoption of Minutes: Motion by O'Connell, 2nd by Luckey to approve the corrected
September 1St minutes. Carried.
Motion by O'Connell, 2nd by Standafer to approve the September 5th minutes. Carried.
Next Meeting Date: Tuesday,November 7, 2000.
Unfinished Business:
Rules and By-Laws: Information Services Advisory Committee should have only 2
County Board Supervisors as members according to the Rules and By-Laws. Three have
been appointed. Supr. O'Connell is willing to step down. Chair Bieraugel will take the
responsibility of speaking with Chair Dorsey on the removal of one member or have him
make a formal request that the committee retain the 3 supervisors. Rules will reflect what
ever is decided.
Statewide Legislative Issues: The Committee feels our resolution on highway mowing
contains nothing we need to deal with. No action taken.
Redistricting: Planner Ellen Denzer shared information regarding the census with the
committee. There was a 5% increase in response rate over the 1990 census. Volunteers
were limited in the County, therefore outside help had to be called in.
The US Postal Service was asked not to deliver the census bureau mailings in Wisconsin.
We were penalized for having"advanced rural addressing"in place and working.
Long forms will no longer be used for the census. The short form will be the only form
used in the 2010 census. The long form will be replaced by the American Community
Survey. By 2008 this will be an annual form used nationwide.
Census numbers will be delivered to the President December 31. Prediction is we could
lose a Legislator. St. Croix County will receive their numbers sometime in March to
early April 2001.
Denzer has the first edition of the new WISE computer program which was formed to
help in the redistricting process. She will demonstrate how it works at the November 7m
meeting.
Restructuring: One department has submitted suggestions that they have come up with
for the restructuring of committees. The Committee briefly went over and discussed
these ideas. Administrative Coordinator Whiting also shared 2 graphs for the committee -to work with. The committee is hoping for more surveys from other department heads to
aid in the decision making of committee structure.
Whiting also stated that the rule that a supervisor can only be on one "elected" committee
is a local rule not a state rule. Supr. Standafer suggested the Board of Supervisors should
also "elect" all committee Chairs and appoint the remaining committee members.
Chair Bieraugel stated there are goals that need to be met to make restructuring effective.
Committee needs to be able to defend why it should be done a certain way. Changes
need to make sense. Changes need to be improvements.
Policy Signing Procedure: Corporation Counsel Timmerman made some suggestions as
to who should sign contracts. Purchase contracts which have been approved by Finance
would be signed by the Administrative Coordinator, eliminating the need of signatures by
the Board Chair and County Clerk.
Routine operational procedures for purchasing would stay within the department.
Organic change in procedure needs to go beyond the department. These changes would
need committee okay and maybe County Board Chair approval before they are signed.
Nature of the contract is the issue. Day to day operations versus out of ordinary
operations would be the basis of where procedures should be defined and decided.
New Business:
Policy for Union Negotiations: Chair Bieraugel has asked Personnel Director Deb
Kathan and Finance Director Rich Loney to recommend procedures and/or guidelines
for future union negotiations to be sure financial impacts are understood and coordinated.
Such procedures will help to avoid the problems experienced this year. This will be
reviewed by the Administration Committee in November.
