March 9, 2000
Meeting called to order at 9 : 00 A.M. by Chair Standafer.
Members Present: Nancy Bieraugel (9 : 15 A.M. ) , Linda Luckey,
Gerald Peterson and Daryl Standafer. Tom O' Connell, excused.
Others Present: Planner Ellen Denzer
Adoption of Agenda: Motion by Luckey, 2nd by Peterson to adopt
the agenda as published. Carried.
Adoption of Minutes: Motion by Luckey, 2nd by Peterson to adopt
the corrected January 6, 2000 minutes . Carried.
Next Meeting Date: Tuesday, April 4, 2000 .
Redistricting Procedure: Chair Standafer invited Planner Ellen
Denzer to the meeting to explain the mechanics of redistricting
lines . Denzer briefly highlighted the procedures followed
during the 1990 census and what procedures will be followed for
the 2000 census .
Some of the highlights of Denzer' s presentation are :
- In 1990 a plus or minus 1% goal was set (the County stayed
within these perimeters) .
- Strive to keep municipalities intact (especially small
communities) .
- Follow natural dividers as much as possible .
- Block boundaries are always followed. Boundaries are naturally
observed "things" - example : a bluff or a walking path.
Blocks are determined before population is determined.
- Wards are created and new ward lines are drawn because of
census . Wards have a statutory population limit .
- Districts start with the block boundaries, then the wards,
aldermanic and supervisory districts are created.
In conclusion, it was decided that Denzer will give a similar
presentation to the full County Board in May.
The committee discussed county board size further. What should
the committee do to prove a smaller county board membership
would be more effective and efficient? The committee will
present the resolution (decreasing the size of County Board to
21 members) which was tabled at an earlier meeting to the full
April County Board for their vote .
Revolving Loan: The County' s part in a revolving loan fund
would be to provide the gap financing with the primary lender
taking care of the loan procedures and paperwork.
Joint Resolutions with Transportation: Chair Standafer passed
out copies of three resolutions drawn up by the Transportation
Committee . The Transportation Committee would like the
Administration Committee to jointly pass these resolutions on to
the County Board for approval .
Committee members felt they did not know enough about the two
resolutions pertaining to complete mowing of state right-of ways
and endorsing United States Senate bill s . 1706 /water regulation
improvement act of 1999 to take any kind of action. Supr.
Luckey thought Land & Water Conservation should take a look at
them. Motion by Peterson, 2nd by Luckey to refer the resolutions
to Land & Water Conservation for study. Motion carried.
The resolution opposing metrification of the federal manual on
uniform traffic control devices was thought to be okay for
approval by County Board. Motion by Bieraugel, 2nd by Luckey to
support of opposing metrification resolution (want both metric
and English) and pass it along for consideration to the County
Board. Motion carried.
Motion by Bieraugel, 2nd by Peterson to adjourn at 11 :25 A.M.
