Absent Mary Lestrud and Diana Alfuth.
The meeting was called to order by Chairman Chris Bethke at 12:30 p.m.
Date of next meeting was set for Tuesday, January 2, 2001 at 12:30 p.m.
Leon Berenschot moved that the agenda be adopted as presented. Art Jensen seconded the motion. Motion
carried.
Art Jensen moved that the previous meeting's minutes be approved. Lois Burn seconded the motion. Motion
carried.
Leon Berenshot moved that the vouchers be approved. Lois Burri seconded the motion. Motion carried.
ADMINISTRATIVE REPORT
Federal Budget Update-No report.
State Budget Update—No report.
2000 County Budget Review—Reaman reported that some line items would be over budget i.e. travel and
asked the committee for input on how to handle the items. There are two possibilities: a) line item transfer to
cover the overage or b) incur the individual line item(s) expenses without a line item transfer to get an accurate
indication of expenses. It is just specific line items that are over budget. The department budget, as a whole,
will be within the 2000 budget request. The committee directed.Reaman to handle the situation in the manner
that would be easiest to manage. Reaman will allow the individual line items to incur expenses and show a
deficit.
`vVACF.0 Meeting—Berenschot, Burri, Bethke, Janke and Reaman will be attending the District WACEC
meeting in Black River Falls. Reaman has reserved a mini van from UW-RF Fleet Vehicles for the group.
Berenschot will be running for the office of president of District 5 WACEC. Reaman distributed UWEX
brochures to the committee and asked for input regarding key individuals and/or organizations that should
receive the brochures. The committee suggested other county board members, school administrators and school
board members. Bethke will distribute the brochures to the County Board as part of his committee report at the
December 12th meeting
4H YOUTH DEVELOPMENT
County 4-H Jr. Leaders. The officers ranged in ages from 9 to 14. Reaman works with the Jr. Leaders to plan
and teach officer sessions for president, vice president, secretary, treasurer, reporter and historian. In addition to
the individual officer sessions, the Jr. Leaders also teach how to run an effective meeting, tips on parliamentary
procedure and ideas for creating a positive club atmosphere.

were 69 participants in the afternoon session and 45 in the evening. Janke has been working with the County
Public Health staff to send a mailing to county physicians to encourage them to suggest nitrate tests for their
pregnant patients who have private wells. Janke is sending out a news release explaining the dangers of high
nitrates for infants. 1
The towns of Rush River, Pleasant Valley, and Hammond have made a joint application for a Smart Growth
grant. Extension would assist with the public participation element of the project.
AG AGENT'S REPORT
Milligan coordinated the Northwest Pathological Nutrition Seminar for dairy nutritionists, consultants and
veterinarians. Forty-one people participated. There was a significant increase in the understanding of the
material presented based on a before and after evaluation. The program was rated very high in providing useful
information. Thirty responded that they would be interested in another seminar in 2001.
A Beef Cow-Calf Day was held at the UW-River Falls Mann Valley Farm. It was sponsored by the Western
District ag agents and the UWEX Beef Team. Sixty-seven people participated. Beef cattle programming efforts
will likely be increasing in the district as cattle numbers increase.
Milligan co-taught five, thirty-five minute sessions,at the Rural Urban Safety Seminar for high school students.
This was developed by.the Polk and St. Croix County Extension Offices.
Milligan attended the Midwest Dairy Herd Health Conference and a Biotechnology Conference in November.
The entries to the Profit Through Efficient Production Systems (PEPS) yield contest have been completed.
There were five entries.
Milligan continues to work on a farm record analysis teaching program with other agents in the state.
Farm visits included dairy nutrition,beef nutrition, dairy housing, corn silage selection,pasture information,
building and land rental and farm management issues.
Upcoming activities include a Corn Silage Nutrition Seminar. Other activities scheduled in the district for
January include the annual.Dairy Herd Operators Seminar, Ag Lenders Conference, State Forage Council and
Value Added Conference. Milligan and Greg Andrews are working on dairy and grain crops marketing
programs.
Leon Bererschot moved to adjourn. Ronald Raymond seconded the motion. Motion carried.
