Present: Leon Berenschot,Ronald Raymond,Art Jensen, Chris Bethke, Lois Burri, Dave
Fodroczi, Lee Milligan, James Janke, and Mary Lestrud.
Absent: Kimberly Reaman
The meeting was called to order by Chairman Chris Bethke.
Date of next meeting was set for June 6,2000.
Jensen moved that the agenda be adopted as presented. Berenschot seconded the motion.
Motion carried.
Berenschot moved that the previous meeting's minutes be approved. Burn seconded the motion.
Motion carried.
Berenschot moved that the vouchers be approved. Raymond seconded the motion. Motion
carried.
Administrative Report
Bum moved to nominate Bethke for chairman. Jensen seconded the motion. Jensen moved to
cast an unanimous ballot for Bethke. Seconded by Raymond. Motion carried.
Bethke moved to nominated Berenschot for vice-chairman. Raymond seconded the motion.
Raymond moved to cast an unanimous ballot for Berenschot. Burri seconded the motion.
Motion carried.
Berenschot moved to nominate Jensen for secretary. Burri seconded the motion. Berenschot -
moved to cast an unanimous ballot for Jensen. Seconded by Bethke. Motion carried.
Ag Agent_ Report
Com silage research trials have or will be planted at Jon-De Farms and Schottler Family Dairy.
The trial is studying the impact of 25,000, 35,000,and 45000 plants/acre have on yield and
quality.
The Crop Care Clinic plot will be planted at Kurt Afdahl's. The plot features weed control
management practices. A field day will be held June 27.
A dairy replacement heifer facility tour was held in Pepin and Dunn counties. St. Croix County
was a sponsoring county. Over 75 people participated. The tour featured facility design for
calves and heifers,and management practices.

Farm/City Day preparations are beginning.
Progress is being made on development of the environmental quality assurance program.
Producer contacts include farm business arrangements, dairy nutrition,raising calves, dairy
housing, crop production,rental rates, and farm business analysis.
Resource Agent Report
Janke reported that 101 households participated in the drinking water
testing program in Star Prairie. The testing was done over the weekend of
April 7. The results are quite good. No samples exceeded the drinking
water limit for nitrate,2 testing positive for bacteria, and 4 exceeded
the limit for lead..Non�exceeded the limit for triazine, although elevated
levels were found in several wells. The results will be presented at a
meeting on May 4 in the village community center.
The results of the testing programs in Troy and Kinnikinnic were presented
on April 27. 101 people attended the presentation. 234 household tested -
their water in the two towns. 22 wells exceeded the drinking water limit
for nitrate, and 20 tested positive for bacteria, although re-tests were
negative on several of those wells. Elevated levels of triazine were found
in several wells, but none exceeded the drinking water standard. 8 tests
had unsafe levels of lead in the water.
Janke will be contacting the town boards in Somerset,Hudson, and Warren to
see if they would be interested in this type of program this fall.
Small business counseling was held in Hudson on April 24. Three clients
participated. The next session is scheduled on May 31.
Janke is working with the Economic Development Director in New Richmond to
identify types of businesses that would be complementary to existing
manufacturing businesses.
Senator Clausing is planning a smart growth workshop. It is tentatively
scheduled for the afternoon of May 25 at the Cashman Conference Center.
Planning Deyartment's Report
Fodroczi reviewed a list of April vouchers totaling $3,557.36. Berenschot moved that the vouchers
be approved as presented. Raymond seconded the motion. Motion carried.
1999 DNR Annual Report:Fodroczi reported that the 1999 DNR Annual Report was submitted by
the May 1'` deadline. Actual reported costs for 1999 were $300,583, and our grant award was
$222,223. We will be able to reimburse the member municipalities at about 80%of actual costs.
Spring Collection Programs: Fodroczi reported that arrangements had been finalized for
upcoming collection programs. News releases were distributed to all county media. The Clean
Sweep is scheduled fox May 200' at the County Highway Shop in Hudson. Several collection
activities will occur on June P. Tires will be collected at six sites, and appliances will be collected
at three of the sites. Electronics will be collected at the Government Center in Hudson.
Your Wastelane Newsletter: Fodroczi indicated that Mary Barney was all but complete with the
spring newsletter. Distribution is planned for two weeks prior to the County's various collection
programs. Household numbers were up by 620 since the newsletter last fall.
NAPCOR Grant Application: Fodroczi reported that the Western Wisconsin Recycling
Association was applying to the National Association for PET Container Resources for$5,000 of
grant funds. The grant will be used to begin plastic bottle recycling efforts at area universities and
technical schools.
Family Living Agent's Report
Mary's guest was Tami Drenth from the St. Croix Family Resource Center. Tami spoke about
the numerous programs for parents of 0-6 year olds. She also talked about Mary Lestrud's role
as original founder and president of the Board for the center and funding issues related to
nonprofits. Mary discussed the outcomes from the educational program and fundraiser,
Gardening A Family Affair which raised$400 for the center. Parents and children were
extremely pleased with the day's speakers and activities. Mary helped organize the activities and
publicity for the event.'
Mary attended the Wilder foundation presentation regarding needs in the St. Croix Valley. She
will present the full report to the committee next month.
Mary has focused a couple days of training on families in transition including divorcing and
stepfamilies.
Berenschot moved to adjourn. Jensen seconded the motion. Motion carried.
