November 14, 2000
PRESENT: Chuck Mehls, John Mortensen, Tom Dorsey, Art Jacobson, Denise Bjerstedt -

Chairman Mehls called the meeting to order at 9:02 a.m. The Agenda was adopted on a
Mortensen/Dorsey Motion.

After review, minutes from the August 21, 2000 Emergency Management/Communications
Meeting were approved on a Dorsey/Mortensen MOTION•
OLD BUSINESS:
1) Government Center Storage Building:
This was referred to the Committee from the Finance Committee Meeting of 08/10/00.
A storage building here at the Government Center would be used by several
departments; Emergency Communications, for the sheltering of the mobile command post;
maintenance, for equipment; Emergency Management, for the storage of the mobile
generator; and the Sheriff's Department. Volkert identified the need for a secure
area, possibly a pole shed with a floor made of concrete or blacktop. Also, it would
need electricity. Mehls said that the Public Protection Committee will be discussing
this at the next meeting.
NEW BUSINESS:
1) Village of Baldwin Disaster Plan:
Cindy Deringer from the Village of Baldwin stated, that the Village has a rough
draft, which they will expand on at the next meeting. Colvard offered suggestions
for the plan and offered his services to help them write it.
2) Additional Red Cross Shelter Facility in New Richmond:
Mehls suggested the St. Croix Sheltered Workshop, (St. Croix Industries) located at
the Health Center. Mortensen will look into this to determine whether or not it
meets the Red Cross's guidelines and will report back to the Committee.
3) Report on American Heart Association Metro 8 County Metro Area:
Mehls has participated in a phone survey of police departments to determine their
current capabilities for providing emergency defibrillation.
4) State Road Projects & Notification:
This issue has been referred to the Highway Committee. It concerns the closing of
bridges for repairs, by the State, without prior notification to municipalities.
5) Road Names & Addressing Concerns:
Brantner will contact Dave Fodroczi of the Planning Department about duplicate names
being used for new roads and how it affects 9-1-1 dispatching, and other addressing
problems and report back to the committee.
6) Emergency Siren Activation for County & Municipal Plans:
Colvard stated that there are problems with the inconsistency of the activation of
sirens, during severe weather warnings issued by the National Weather Service. The

National Weather Service notifies the County, which then broadcasts the warnings to
emergency service agencies and then activates the warning sirens in the county. Some
municipalities have complained about their sirens being activated when weather
conditions in their respective area did not seem threatening. He stated that if the -
County is going to provide this service, it has to be all of the sirens or an
individual municipality will have to take the responsibility for the activation of
their own sirens. Also, as municipalities develop or update their emergency/disaster
plans this should be written into their municipal plans. Bjerstedt suggested that
Colvard and Brantner put an article in the county paper about the activation of the
outdoor warning sirens. Mortensen/Bjerstedt Motion: During Warning conditions the
County will activate all municipal sirens for which it has access control unless it
has been directed by a municipality not to activate their siren(s) .
7) Directors Report-Communications: -
Brantner reported, starting September 2000, the County implemented the enhanced 9-1-1
system, the other system was 10 years old. The new system is routed through Bolder
Colorado, with a seven second turn around time.
Brantner will be attending a meeting in Madison on Thursday, November 16, 2000 for
the C.A.D internet protocol.
The 2001 budget has been approved for two permanent part time people for the 10:00 AM
to 6:00 PM shift. This will give double coverage during crucial periods.
8) Bills - Communications:
The bills for August, September and October 2000 were approved on a
Jacobson/Mortensen MOTION.
9) Directors Report-Emergency Management:
Colvard informed the Committee about a hazardous material sub grant that is
available. It may be used for funding hazardous material exercises for local
municipalities. The grant period runs from October 1, 2000 through September 30,
2001. If any municipalities or emergency service agencies wish to participate in the
sub grant we must apply as soon as possible.
A "Terrorism on the Home Front", one day seminar, is being offered at the Chippewa
Valley Technical College on January 13, 2001 for a $25.00 fee, if anyone is
interested in attending the seminar. There are also Terrorism Train-the-Trainer
classes available at Fort McCoy if anyone is interested in attending the classes.
During the previous Federal Fiscal Year (FFY00) , October 1, 1999 through September
30, 2000,county departments and agencies participated in 24 separate hazardous
material related classes costing $4,938.40, all of which was refunded back to the
County. As of today's date, for FFY01, there have been requests for eight classes
for which $1, 902.85 in funding has been requested from the State.
10) Bills-Emergency Management:
The bills for August, September and October 2000 were approved on Bjerstedt/Carlson
Motion.
11) Emergency Generator-Site Visit:
The Committee was pleased to see that the generator, purchased from the Baldwin
Hospital, has been installed, tested and is on a maintenance schedule and is working
well.
A request, by a municipality, to use the 15KW Emergency Management generator,
currently being stored at the Health Center, was discussed. After discussion, it was
decided on a Bjerstedt/ Jacobson Motion not to loan the mobile generator except in
emergency situations.

12) 911 Communications System Concerns/Boundaries: LNOFFICIAL RECORD
River Falls Fire and EMS expressed concerns over fire and EMS boundaries. On a few
occasions involving calls for service that are near border areas, actual incident
location has turned out to be in a different jurisdiction as was reported to the
9-1-1 Center. River Falls agencies requested that when this occurs, that the agency
that has responded to the call also notify the agency that has jurisdiction.
Brantner advised that exact incident locations can only be identified by response
personnel and that they should recognize a response that isn't within their area and
request that the proper response agency also be notified. Suggestion was made to
bring this matter to the attention of the Fire Service Officers meeting.
13) Trunking of 911 System (St. Croix) :
Brantner explained the 9-1-1 selective routing scheme for the 425, 426 telephone
exchanges and how they affect emergency service
calls.
14) Defibrillator Ordinance (Public Access) :
It was decided to put this back on the agenda enda for next xt time.

St. Croix County EMS Committee:
Rixmann is interested in forming an EMS Committee in St. Croix County. This would be
similar to associations in Pierce and Polk Counties. The object would be for mutual
aid and disaster planning. Mehls suggested asking First Responders to join. Rixmann
will try to get another meeting in before Christmas to draw up by-laws. Colvard
volunteered to work as a coordinator.
EMERGENCY SERVICES-REPRESENTATIVES/CONCERNS:
Fire Service - Purfeerst indicated a problem with boundaries and double coverage.
Law Enforcement - None
EMS - Requested that a patient's weight be asked and relayed as response agencies may
need to request additional response personnel.
