Excused: Greg Carlson - WITC, Art Jacobson - County Board, Ron Volkert - Sheriff' s Departemt . Chairman Mehls called the meeting to order at 9 : 50 a.m. The Agenda was adopted on a Mortensen/VanderWyst Motion. DATE OF NEXT MEETING: September 25, 2000, 9: 00 a.m. Location to be determined. After review, minutes from the July 25, 2000 Emergency Management/Communication Meeting were approved on a Mortensen/Trende MOTION. OLD BUSINESS : 1) Municipal Planning Requirements : Colvard informed the Committee of three issues that may directly affect municipal planning; Public Health concerns involving immunizations, especially influenza, passage of recent legislation affecting towns and their issuance of building permits, and recent concerns/issues involving the procedures for activating municipal severe weather sirens . After discussion, it was agreed upon by all members present, that future meetings should be joint municipal/county meetings, held with the various municipalities to discuss these issues, which could affect their plans . NEW BUSINESS: 2) Dispatch of Emergency Vehicles : Mehls informed the Committee of a problem that had taken place on I-94 involving a State Patrol Officer and an issue concerning a fire response to a non-fire incident on the interstate. After discussion with State Patrol District 6, Mehls felt that responses of this nature have been more clearly defined for all parties involved. 3) 2001 Budget Review - Communications : Brantner distributed copies of the proposed budget for 2001, to Committee members . Each of the operations line items were discussed and questions asked, if there were any concerns with any item. The budget was approved, as presented, on a Bjerstedt/Mortensen MOTION. 4) Director' s Report - Communications : Brantner discussed the use of the Emergency Communications Van at the UNOFFICIAL RECORD Somerset rock concert, on August 12Th. The van was used as a command post, by the Sheriff' s personnel, for 13 to 14 hours that day. He informed the Committee that the City of Hudson allowed the dumping of the van' s waste water, at the sewage treatment plant, at no cost . An elevated work station for dispatch arrived last Thursday and will be installed in the near future. 5) Bills - Communications : After review of July' s bills, they were approved on a Mortensen/Trende MOTION. 6) Governor' s Conference on Emergency Management: Colvard informed the Committee about the Governor' s Conference that is to be held in Appleton this year. Costs for the room and the registration fee have increased almost 20% over last year. Colvard said that he would like to attend the conference since it is no longer being held in Milwaukee, where it has been held for the past three years . Mehls also indicated that he wants to attend the conference because of some of the sessions that will be presented would be very worthwhile. 7) 2001 Budget Review - Emergency Management: Colvard distributed copies of the Emergency Management and SARA budgets to the Committee members . The Committee reviewed the budget and moved to accept it, as presented, on a Bjerstedt/Mortensen MOTION. 8) Director' s Report - Emergency Management/SARA: Colvard distributed a list identifying training courses, in counties, that have been approved for funding. St . Croix County received funding approval for 23 classes with five additional classes having been requested since the list was printed on August 1st . Pictures taken by the Sheriff' s personnel of the July 25th tornado that formed over St . Croix County were shown to Committee members . The tornado did not touch down or do any damage but they do show the classic funnel cloud associated with tornadoes . It appears that St . Croix County isn' t the only county that does not wish to participate in the Weapons of Mass Destruction Grant that was presented to the Committee last month. Only three of the thirteen counties in the West Central Emergency Management Region have indicated that they wish to participate in the grant . Most have taken the same position as St. Croix; to much work for so little money. 9) Bills - Emergency Management/SARA: The bills for July, $205. 74 were approved on a VanderWyst/Mortensen MOTION. 2 UNOFFICIAL RECORD 10) Emergency Services Reports : Fire Service - VanderWyst - nothing to report. Colvard commented on the fire training facility that the fire departments would like to see built somewhere in this area or at WITC in New Richmond. River Falls Fire has presented some information to CVTC about the possible building, of the facility, at their site in River Falls . Law Enforcement - Trende - Hudson EMS is going through water rescue training at this time. EMS - not present i Chuck Mehls talked about the EMS agencies/groups in the County are talking about reforming an association again. This would allow for the inventorying of supplies to share with other agencies in mutual aid situations . ADJOURNMENT The meeting was adjourned at 11 : 30 a.m. on a Bjerstedt/Mortensen MOTION.
