Excused: Greg Carlson - WITC, Art Jacobson - County Board & Dick Trende - Hudson Police Chief. Chairman Mehls called the meeting to order at 1 : 02 p .m. The Agenda was adopted on a Dorsey/Mortensen Motion. DATE OF NEXT MEETING: July 21, 2000, 9 : 00 a.m. , at the Baldwin Ag Center After review, minutes from the June 27, 2000 Emergency Management/Communication Meeting were approved on a Dorsey/Mortensen MOTION. OLD BUSINESS : Communications A) UPDATE ON THE COMMUNICATIONS VAN: Brantner stated the Communications Van has been lettered, but there has been no installation of radio equipment at this time. The Van was used at the Glenwood City Fair. B) INTERPRETATION OF USER FEE FOR COMMUNICATIONS VAN: After discussion, Chairman Mehls suggested that a fee of $15 . 00 per hour plus cost for staffing be charged, if the van is used in support of a private entity, such as a chemical spill where the Spiller can be identified. If any Agency in the County requests the use of the van for their agency or their municipality, there would be no cost to the agency or the municipality. Mehls will put the final finishing touches on the agreement . NEW BUSINESS: COMMUNICATIONS C) RACES - AMATEUR RADIO SERVICE (BOB EMBERGER) : Bob Emberger explained how amateur radio operators could help in a disaster and how they could assist hospitals, nursing homes, etc. in their communications during emergencies . Also, what services are available to organizations, such as the Hot Air Balloon Affair, parades, large gatherings such as the County Fair, if they requested assistance from amateur radio personnel . Emberger will develop a Mission Statement and send it to Emergency Management Director- Colvard, who in turn will send the statement to the hospitals and nursing homes . UNOFFICIAL RECORD D) P. A. SYSTEM CONCERNS: Employees in some departments have voiced concerns about the P.A. System and the inability to hear it in their offices . It appears that some offices are not equipped with the P. A. System. A recommendation was made that all offices and conference rooms be surveyed and any that do not have the P. A. System currently installed, have it installed. Brantner will be conducting 2 hour workshops for the dispatchers to familiarize them with the activation of the P. A. System and reviewing internal operating policies . E) REQUEST FOR COMMUNICATIONS VAN FOR FARM CITY DAYS : Rich Peterson has requested the Comm. Van at the Farm City Days on August 12, 2000 from 10 : 00am to 3 : OOpm. However, there maybe a conflict in time because, the Van would be needed at 9 : 00 AM by the Sheriff' s Department for the OZ Fest that same day in Somerset. Mehls will check again with Rich Peterson, about Farm City Days . F) BACK UP SERVICING FOR THE INTERNAL PHONE SYSTEM: Brantner reported that he normally maintains the internal telephone system. During his absence the vendor Mitel is relied upon as a back up. The County Clerk has Mitel' s repair telephone number and is notified automatically of any alarm conditions that may occur on the telephone system. G) BURNING PERMIT PROCEDURES : Brantner reported, that approximately 2, 600 permits were recorded last year. Brantner said, "Citizens are instructed to call Dispatch when they start their fires . Of the 2, 6000 records, 3 or 4 resulted in the dispatching of a fire department. The Emergency Communications Center (ECC) strives to monitor the permit log and evaluate reported fires to determine if it is a permit fire . However, situations will occur that results in the ECC to error on the side of safety and respond a fire department . H) EMERGENCY COMMUNICATION DIRECTOR' S REPORT: Brantner reported that St . Croix County supplied RACES with an older transmitter, which has been converted to the RACES frequency. At the present time, he is shopping for parts for it and it is becoming more difficult to find them because of the age of the transmitter. Brantner reported on concerns that some wrecker service operators have notified him that other service operators are not taking their calls . He will send a letter to the tower operators, addressing the County' s policies about towing. The issue of enclosed storage was raised. Multiple county 2 UNOFFICIAL departments were identified as needing an enclosed storage facility. The Emergency Communications Center needs a location for the van, Emergency Management needs a location for a large generator, Sheriff' s Department for the boat, ATV, snowmobile and impounded evidence . Building services could also use a location for implements that they presently have. �r Mehls said he would like to have this issue put on the Public protection Committee. Dorsey indicated that he would have this issue placed on the Finance Committee agenda. I) BILLS : The bills for June, $13, 955 . 79 were approved on a i Bjerstedt/Mortensen MOTION. Brantner will have an updated total at the next meeting. OLD BUSINESS: EMERGENCY MANAGEMENT: 1) RESOURCE MATERIAL/COMMUNICATIONS VAN: Colvard asked if anyone had any more suggestions about resource materials that they would like to see incorporated into the new Communications Van. He will attempt to start equipping the van, based on the recommendations of the Committee meeting in June, 2000 . NEW BUSINESS: EMERGENCY MANAGEMENT 2) WMD TERRORISM GRANT Colvard reported on a grant that is available, in the sum of $3, 900 . 00 for participating in a Weapons of Mass Destruction (WMD) Grant which requires an analysis of potential Terrorist targets in the County. He pointed out various aspects of the grant and the possibility of future equipment funding that may become available. After discussion, concerning the amount of the work required, no guarantee of equipment funding, and the level of training that would have to be obtained by the various emergency services, in order to use the equipment, if it becomes available, there was a Bjerstedt/Mortensen MOTION not to accept the grant . Carried. Colvard will write a letter for Tom Dorsey to sign as to the reasons for not accepting this grant . 3) AMERICAN HEART ASSOCIATION PARTICIPATION: Colvard has been contacted by the Eight County Metro Area Heart Association requesting that St Croix County participate in their Association and has asked for a representative from St Croix County. Colvard nominated Mehls to represent St Croix County, at their meeting on August 16th, in Eagan, Mn . Bjerstedt/VanderWyst MOTION that Mehls attend the meeting, representing St . Croix County. 3 UNUFFIGIAL RECORD 4) MCI Inventory: Mehls suggested that the County should send out a request to each emergency service agency, for an inventory of their major equipment . VanderWyst said that the fire agencies are in the process of inventorying their equipment, which will be available to each fire department for mutual aid concerns and resources . Colvard requested a copy of the fire inventory when it is completed. He also suggested that the EMS and Rescue Services model their inventory after the fire service inventory, when we receive it . 5) DIRECTORS REPORT: Colvard reported that Severe weather & Evacuation Plans have been forwarded to the Baldwin Ag Center departments . Chuck Whiting approved the plans . Sample nursing home plans are now available on a Department of Health and Family Services Website. Also, the St . Croix County Nursing Home Mutual Aid Agreement has been put on the website, to be used as an example for other nursing homes . The website addresses are available from the Emergency Management Director. Mehls, Brantner and Colvard have been accepted to a Department of Energy Workshop in Nevada starting August 7th. All three have decided not to attend, based on other commitments . Applications for the class were sent in, in March, and acceptance letters were not received until July 17th, for the class starting August 7, 2000 . A thank you letter for moving the generator has been sent to Glen Meyer, in Baldwin, for his assistance in this matter. 6) BILLS: The June bills in the amount of $3, 052 . 38 were accepted on a Bjerstedt/Mortensen Motion.
