Excused:Richard Trende,Hudson Police Department. Chairman Mehls called the meeting to order at 1:35 p.m. The agenda was adopted on a Bjerstedt/Mortensen Motion. Date of next meeting:July 25,2000 @ 1:00 p.m. After review,minutes of the Emergency Communications/Management Committee May 23,2000 minutes were approved on a Mortensen/Dorsey Motion. Emergency Communications: OLD BUSINESS: Communications Van Update— Graphics are being applied by Whiplash Designs of Somerset. - A waste Dumping fee at Willow River State Park is$3.00 per visit plus the annual required park sticker. Committee members suggested checking with the WI Tourist Center and Hatfield park in New Richmond. - Equipment needs and layout are being determined. Sheriff Hillstead appeared before the committee and requested clarification on the use charges for the Communications Van. Discussion followed;Consensus by the Committee was that no charge would be applied to any St.Croix County agency or other public safety agency if the van were requested in a mutual aid situation. Backup 9-1-1 Facility- All equipment has been removed from Hudson City Hall and is being stored at the New Richmond tower site. The equipment will be installed after the room size availability is determined. The committee felt that the existing size would be adequate. Policy&Procedure Manual- The manual was passed around to Committee Members for review. Policy regarding State file information via.the teletype network is an addition to the manual. New Business: X-Fest Report- New communications van logged 56 hours. Three telephone lines utilized,(1 being a fax line) 24 Radios were used from the State of Wisconsin. 1 carry case was misplaced and replaced at a cost of$ 18.00. A computer from the Emergency Management office was utilized in the van. 2001 Budget/Staff- Brantner disseminated a personnel request for 2001. Two proposals for Telecommunicators were presented;questions and discussion by committee. Dorsey/Mortensen Motion to pass the request on to the Personnel Committee. Carried. Brantner requested a 15 hour per week clerical position. This position could possibly be an addition to the existing 25 hour per week clerical position in the Emergency Management Office. Dorsey/Bjerstedt Motion to pass this request on to the Personnel Committee. Carried. Director's Report- Enhanced 9-1-1 upgrade is very close to completion. Telephone user rate will take effect in August.New rates will be .27 per month for 36 months and then.23 per month. The replacement full-time Telecommunicator has started and doing very well. Elevated workstation has been ordered with a delivery scheduled within two weeks. A State Inspector did a site visit and inspection regarding an air quality concern from staff members. The report from inspector noted no violations a copy of the report was provided to Administrative Coordinator's office and Building Services. The report did have a few suggestions on minor ventilation modifications. Building Services has been in the process of implementing these suggestions. Brantner informed the committee of an urgent need to correct an equipment problem regarding the Computer Aided Dispatch system. For the past months the center has been working with the CAD vendor,computer services,and the State TTY vendor. It has been determined that the two applications that the center has running on one computer are not compatible. This incompatibility results in severe system slow down after about five or six hours. It is necessary that the center purchase three additional computers to separate the applications. The cost to accomplish this would be approximately$6,300.00. The costs of these computers are eligible for reimbursement through the Emergency Management Office in the year 2001. Mortensen/Bjerstedt Motion that the Finance Committee be informed of this request and ask that funds be provided now with reimbursement in 2001. Carried. II Bills/Vouchers: Bjerstedt/Jacobson Motion to accept May Bills for the Emergency Communications Center. I Carried. Emergency Management: Old Business: Baldwin Ag. Center Generator Update— Generator unit is in place on cement pad at the Ag Center. Electrician needs to be contracted for electrical installation. Clarification is needed on cost of above ground fuel tank with diking. Supervisor Jacobson recommended that a thank you letter be sent to Glen Meyer. Mr.Meyer physically moved the unit from the Baldwin Hospital to the Ag Center at a very reasonable price. First Aid Training- John Borup from the Human Services Dept.has identified approximately 58 staff members that need first aid training. This is an 8-hour training course of which three sessions will be provided to accommodate this number of staff. The Office of Emergency Management will maintain training records for this training. New Business: Grants: St.Croix County has received$19,000 so far this year for planning and training grants. Due to a lack of time,another$1,500 grant will have to be returned and reapplied for next year. Resource Materials/Comm Van: Emergency Services Representatives were asked for input on identifying materials and equipment that maybe needed in the communications van. Some items identified were as follows: - Detailed maps that can be written on - Atlas/CD ROM mapping information - School floor plans - GPS - Cones/Barrier tape/1St aid kit - Stokes basket - VCR tapes/Cassette recorder - Dial up account for internet access - Maps of railroad lines and access points Director's Report- Colvard disseminated a document from Wisconsin Central Railroad which detailed the type and quantity of hazardous materials that were transported through St.Croix County in 1999. - Colvard informed the committee of the Illegal Drug Lab Seminars that are being presented in cooperation with the Public Health Department. County Board approved the department name change from Emergency Government to Emergency Management. Colvard informed the committee that the Wisconsin Department of Health and Family Services has installed the sample plans for nursing homes and a transfer agreement developed by St.Croix County Emergency Management Office on the internet. These plans and the transfer agreement are a product of many hours of work from St. Croix County area nursing homes and the Emergency Management Office. Bills/Vouchers- Jacobson/Mortensen Motion to approve May bills as presented. Carried. 3:30 p.m. Supervisor Bjerstedt excused 3:42 p.m. Supervisor Dorsey excused Emergency Services Concerns: G.Carlson had a question on radio usage on Channel 3. Fire Service no concerns noted Law Enforcement no concerns noted Colvard informed the Committee that he gave a deposition to a State investigator concerning a grievance filed between the State Regional Director and her program assistant.
