Chairman Mehls called the meeting to order at 1 : 35 p.m. The Agenda was
adopted on a Mortensen/Jacobson Motion.
DATE OF NEXT MEETING: June 26, 2000, 1 :30 p.m. , at the Emergency Management
Office f
After review, minutes from the April 10, 2000 Emergency Communications
Committee Meeting were approved on a Bjerstedt/VanderWyst MOTION and the
April 25, 2000 Emergency Management Committee Meeting were approved on a
Jacobson/Bjerstedt MOTION.
OLD BUSINESS:
1) UPDATE ON THE COMMUNICATIONS VAN:

The Committee toured the new communications van and discussed the
lettering to be used on the vehicle and the miscellaneous supplies
that are still needed.
2) COMMUNICATIONS CENTER DIRECTORY MISSION STATEMENT:
Brantner distributed a mission statement that he developed from the
budget mission statement, outlining the duties of the Emergency
Communications Center. Bjerstedt/Jacobson MOTION to accept the
identified duty statement for publication in the new County Directory.
Motion carried.
NEW BUSINESS:
1) COMBINING EMERGENCY COMMUNICATIONS AND EMERGENCY MANAGEMENT
COMMITTEES :
Mehls addressed the composition of the two committees and their
similarities . All of the committee members and the emergency service
representatives agreed that the combining of the two committees would
be beneficial . The Administration Committee will have to review the
concept of combining the two committees .
2) COMMUNICATIONS CENTER WORKSTATION MODIFICATION REQUEST :

Brantner informed the Committee of a Worker' s Compensation report
completed by a Vocational Rehabilitation Specialist of a need for a
workstation that allows an operator to stand while performing dispatch
duties . The modification may satisfy physician restrictions on an
employee with a back injury/Workers Compensation Claim. Contact has
been made with Corpoate Express regarding cost and design. The cost

for the workstation would be $1, 700 . 00 . A Bjerstedt/Mortensen MOTION
was approved to approve the amount for the elevated workstation.
3) COMMUNICATIONS DIRECTOR' S REPORT :
A full-time dispatcher position has been filled. Also, Brantner
addressed that another employee has been out for about a month with
leukemia.
An air quality issue has arisen again with one of the employees . A
State industrial hygienist may be taking some air quality sampling, in
the near future.
The new communications/command post van will be used in Somerset
Memorial Day weekend.
4) DISCUSSION, USER AND REIMBURSEMENT FEE FOR COMMUNICATIONS VAN:
After discussion, the consensus of the committee was to charge not
less than $15. 00 per hour for the vehicle and actual salary costs of
the personnel that are needed. This would be similar to the state' s
charges for the use of their communication/command post trailer.
5) COMMUNICATIONS CENTER BILLS :
The bills for April, $2, 178 . 47, were approved on a Jacobson/Dorsey
MOTION.
6) EMERGENCY SAFETY PLANS FOR BALDWIN AGRICULTURAL SERVICE AND
EDUCATIONAL CENTER:
Colvard distributed copies of an evacuation and a tornado protection
plan that he was requested to develop for the Ag. Center. The plans
were approved on a Jacobson/Mortensen MOTION contingent upon approval
by the corporation counsel .
7) FIRST AID TRAINING FOR COUNTY EMPLOYEES :

Colvard informed the Committee that he has received an unexpected
request from Human Services for first aid classes and has requested
that these classes be funded out of Emergency Management training
funds since they exceed the budgeted line item amount for first aid
training this year. The Committee approved the funding of the Human
Services first aid request for training on a Jacobson/Bjerstedt
MOTION.
8) EMERGENCY MANAGEMENT DIRECTOR' S REPORT:
The concept of equipping the Government Center with a defibrillator is
still under consideration based upon the number of individuals that
participate in first aid training and other required classes in order
to determine a cadre of qualified personnel .
Colvard informed the Committee that he has recently been awarded a
Fire Instructor II Certification from the Vocational Technical College
System Board, based on his teaching of hazardous material response to

emergency service personnel. UNOFFICIAL RECORD
Colvard informed the Committee that the sample nursing home plans that
were submitted to DHFS and the mutual aid transfer agreement is being
put on the DHFS internet website as examples for other nursing homes
in the State and across the country.
The Committee commended Colvard for his coordination of planning with
the nursing homes, the mutual aid agreement that has been developed
and his cooperation with DHFS in initiating the pilot planning
documents for the State and other nursing homes .
8) EMERGENCY MANAGEMENT BILLS :
The bills for April, $235. 59, were approved on a Bjerstedt/Jacobson
MOTION.
ADJOURNMENT
The meeting was adjourned at 3 : 45 P.M. on a Jacobson/Mortensen MOTION.
