Emergency Government Committee
February 21, 2000
PRESENT: Chuck Mehls, John Mortensen, Robert Boche - County Board;
Jack Colvard, - Emergency Government; Dick Martin - American Red Cross;
Rick Pfaff - Somerset Police Department;
Chairman Mehls called the meeting to order at 4 : 30 p.m. The Agenda was
adopted on a Boche/Mortensen Motion.

After review, Minutes from the January 31, 2000 Meeting were approved on a
Boche/Mortensen MOTION.
OLD BUSINESS:
Shelter Update - Red Cross :
The Red Cross has sent out a shelter inventory package to each
facility identified on the St . Croix County Shelter List . The list
will be maintained by Emergency Government . It was agreed upon that
Emergency Government will update this list every Monday based upon
corrections and additions or deletions received from the Red Cross,
County Departments and/or municipalities .
NEW BUSINESS :
1) Somerset Municipal Emergency Operations Plan (EOP) :
Rick Pfaff, Somerset Police Chief, reviewed the Village' s draft copy
of their Municipal EOP. After discussion, some suggestions were made
that the village may want to incorporate into their municipal plan.
When the plan is completed it will be submitted to the village board
for approval .
Chairman Mehls had to leave the meeting at 5 : 00 p.m. and turned the
meeting over to Vice Chairman Mortensen.
2) Nursing Home Update & Training:
Colvard reviewed the progress that has been made in developing a
county-wide Mutual Aid Agreement between nursing homes and the
training that he has obtained for health care facilities . He made a
request to the State for the presentation of two Tabletop Exercise
Design Workshops to be presented. The two classes will be presented
on March 30th and April 27th. Nursing homes, hospitals and clinic
personnel have been invited to attend either date.
3) Hazardous Material Grant :
Colvard applied for and was awarded a $1, 500 . 00 grant for two
exercises; a municipal tabletop exercise for elected officials, and a
county-wide functional exercise.
4) Director' s Report:

Colvard distributed a list identifying all checks received during
1999 which included 4 grants and numerous reimbursements for training
classes presented in 1999 . The total dollar amount was $42, 557 . 39.
Based on a request from another department, Colvard requested
assistance from Don Brown in the possibility of developing a
Defensive Driver course for county employees . It was thought that a
course of this nature would be beneficial in reducing potential
County liabilities and would also benefit the employee.
Colvard reviewed the training classes for calendar year 2000, which
have been approved for ,reimbursement from the State . To date, 16
classes have been approved at a cost of $3, 645 . 95 .
A new booklet from FEMA has been received which identifies the
construction of a "safe room" for severe storms for homes that don' t
have basements . There may be possible grant funding for homeowners
who wish to build one of the rooms . If a current bill, presently in
Congress, passes, funding would available through FHA.

The bills for January were approved on a Mortensen/Boche MOTION.
