Emergency Government Committee
January 31, 1999
PRESENT: Chuck Mehls, John Mortensen, Robert Boche - County Board;
Jack Colvard, Mary Souter - Emergency Government; Bruce Brantner -
Emergency Communications and Dick Martin - American Red Cross
Chairman Mehls called the meeting to order at 9 : 00 a .m. The Agenda was
adopted on a Boche/Mortensen Motion.
DATE OF NEXT MEETING: February 22nd at 4 :30 p.m. at the Emergency
Government Office
After review, Minutes from the December 31, 1999 Meeting were approved on
a Boche/Mortensen MOTION.
OLD BUSINESS:
COMMUNICATION/COMMAND POST VAN UPDATE:
Mehls, Brantner & Colvard visited the Winnebago Factory at Forest
Lake, Iowa on December 20, 1999 to discuss and visually inspect other vans
that are currently being built . After review of costs for changes and
equipment, that Winnebago would sell and install in the van, it was
determined to get quotes from other suppliers, in order to reduce costs .
Mehls reviewed the floor plan and suggested improvements to the Committee .
NEW BUSINESS :
1) Wisconsin Assoc. of Hazardous Material Responders Conference :
A one-day conference will be held in Wisconsin Rapids on Saturday
March 4th, 2000 . Brantner and Colvard will be attending. The costs
for this conference are reimbursable under the SARA grant . Committee
members also wishing to attend this conference are invited to attend.
A Boche/Mortensen motion was made that Colvard and Brantner and any
Committee members interested, may attend this conference.
2) Minnesota Governors Conference on Emergency Management :
This, three day, conference will be held in St Paul at the Radison on
February 29 through March 2nd, 2000 . The Wisconsin Governor' s
Conference on Emergency Management will be next fall . The conference
will be at the Paper Valley Inn, in Appleton, WI . A Mortensen/Boche
Motion was made for any Committee members interested, may attend the
Minnesota Governor' s Conference on Emergency Management .
3) Department of Energy Training:
Colvard informed the Committee of a Federally sponsored training
course that is being presented by the Department of Justice and the
FBI at Bechtal, Nevada . This training course is 100 percent
reimbursable for all costs . Lee Cooper, from WITC, Brantner and
Colvard would like to attend this course . Chairman Mehls, also,
indicated an interest in the course. A Mortensen/Boche motion that
Colvard and Brantner and any interested Committee members attend this
course, which is scheduled for August 7th through the 11th 2000.
4) Training for Nursing Homes and Hospitals:
Colvard has requested two Tabletop Exercise Design training classes,
that the State will provide, for Nursing Homes and Hospitals. The
dates of the classes are March 30th and April 27, 2000 . Joanne
Patulski, State Exercise Training Officer, will teach the class
assisted by Jack Colvard. Information on the classes has been faxed
to the Nursing Homes and Hospitals in St Croix County.
5) DIRECTORS REPORT
Colvard reported there is an Ingestion Pathway Workshop in Eau Claire
on Thursday and Friday, March 16th and 17th, that he is required to
attend. Any Committee members interested in attending this workshop
should contact Jack Colvard.
In December, Colvard completed teaching a second Hazmat Awareness
Level course for Public Health nurses . Now, all of the Public Health
nurses have participated in hazmat training.
Colvard has received a letter of eligibility for a Hazardous
Materials Emergency Planning grant (HMEP) and wants to know if we
should apply for the $1, 500 . 00 grant . This grant could be used to
fund all costs associated with a tabletop and a functional exercise .
If we are going to participate in the grant, he will have to send a
letter of participation by February 15, 2000 . The Committee
recommended that he make application for the grant .
The American Red Cross met at John and Bernie Mortensen' s home on
Friday, January 28, 2000 . Members of the St Croix County Red Cross,
which is part of the St Croix Valley chapter, out of Washington
County, Minnesota, elected Dick Martin as the Chairman for St Croix
County. He will be the liaison between the Red Cross and Emergency
Government in St Croix County. Also, he will be working on updating
the list of shelter sites and will report back to the Committee at
the next meeting.
6) BILLS
After review of the December bills paid in January their was a
Boche/Mortensen MOTION to approve the bills .
POSSIBLE AGENDA ITEMS FOR NEXT MEETING:
American Red Cross shelter update .
ADJOURNMENT: The meeting was adjourned at 10 : 55 p.m. on a Mortensen/Boche
MOTION.
