Brantner, Director DATE: February 8, 2000 COPIES TO: COUNTY BOARD OFFICE COUNTY CLERK COMMITTEE MEMBERS NEWS MEDIA/NOTICE BOARD UN''S^r` z �r.n'xa�r P.'�e.'�_" MINUTES EMERGENCY COMMUNICATIONS COMMITTEE February 14, 2000 Present : Chuck Mehls, Gene Hanson, Nancy Bieraugel - County Board; Bruce Brantner - Emergency Communications; Jack Colvard - Emergency Government; Greg Carlson - WITC; Jim VanderWyst - New Richmond Fire Department; Ron Volkert - Sheriff' s Department . Absent : Dick Trende - Hudson Police Department The meeting was called to order by Chuck Mehls at 9 : 05 a .m. The agenda was adopted on a Bieraugel/Hanson MOTION . The next meeting: March 13, 2000 at 9 : 00 a.m. at the BALDWIN AG. CENTER Minutes of the January 17, 2000 meeting were approved on a Hanson/VanderWyst MOTION. Unfinished Business : COMMUNICATIONS VAN UPDATE: Mehls reviewed various additional equipment needs for the new van. All costs, identified at this time, are still below the budgeted amount approved by the Board. POLICY/PROCEDURES MANUAL: Brantner passed around the latest updates to the Emergency Communication' s Policy and Procedure Manual to allow committee members to review the latest changes and additions to the manual . NEW BUSINESS : ALTERNATE 9-1-1 PSAP LOCATION: Due to remodeling at the Hudson Police Department, Brantner recommends moving the backup 9-1-1 site equipment to the New - Richmond Health Center. The New Richmond site has a tower and a backup generator. Only slight modifications are needed, which maintenance can provide . The Baldwin Ag. Center was considered, but there is no tower site at the facility, at this time. Anticipated costs for moving the equipment and reinstalling it are minimal and would be handled by Quester Radio. The move and reinstallation could be done by the end of March. Hanson/Bieraugel MOTION to move the equipment from the Hudson Police Department to the UNOFFICIAL iR`ECORE,'� New Richmond Health Center as the alternate 9-1-1 site for the County. Carried. R.A. C. E. S . ANTENNA REQUEST: Amateur radio personnel (RACES) requested that an antenna be installed on the Government Center. The need for the antenna was identified during Y2K activities . The estimated cost for the antenna and installation would be about $500 . Brantner also identified the possible installation of an additional low band antenna that he would like to install for RACES . Bieraugel/Carlson MOTION was approved, to plan to add this equipment by the end of the year if possible. HAZ-MAT CONFERENCE MARCH 3 & 4 , 2000 : Brantner will be attending a hazardous material conference in Wisconsin Rapids on March 3rd & 4th. The conference is funded through the SARA program administered by Emergency Government . DIRECTOR' S REPORT : The Vision' s CAD software has been implemented. The company and St . Croix County Computer Services continue to identify and correct some system performance issues . Currently the company is installing specific Wisconsin information into the system. Brantner will be giving his annual report to the Board on February 15th. Brantner serves on the Safety and Security Subcommittee and the subcommittee will be addressing lock-in and lock-down concerns . A radio information packet, developed by Brantner, was distributed to the Committee . The information will be forwarded to all emergency service agencies about recommendations for radio communications that they should have in their radios . Any agency having questions about their radio equipment should contact him. BILLS AND VOUCHERS : The bills for January were approved on a Bieraugel/VanderWyst MOTION. EMS, FIRE, & Law Enforcement issues : EMS - Carlson requested that an explanation concerning faxes, be forwarded to all EMS providers. Fire - None at this time . Law - None at this time.
