Determining a time for a County Tour Cc: County Board Office News Media/Notice Board County Clerk r 'i FINANCE COMMITTEE Special Meeting August 21, 2000 Meeting called to order by Chair O'Connell at 8 : 10 a.m. Present : Tom O'Connell, Tom Dorsey and Stan Krueger. Absent and excused: Nancy Bieraugel and Ralph Swenson. Staff present: Administrative Coordinator Chuck Whiting, Finance Director Rich Loney, Corporation Counsel Greg Timmerman, County Clerk Sue Nelson. Motion by Krueger, 2nd by Dorsey to adopt the agenda. Carried. O' Connell attended a special meeting of Health and Human Services and due to increasing worker' s comp claims, they wish to hire Risk Manager, Bill Husbands. From January-August 1999 the Nursing Home had 339 . 5 lost hours for a cost of $10, 000 . From January- August 2000, the lost hours were 3, 728 for a cost of $122, 000 . Husbands estimated his charge at $2, 000 per month. Whiting has asked the insurance consultant to do an evaluation on the entire county' s risk management needs . There needs to be a contact person between Worker' s Comp, the claimant, and the County. Cost for the evaluation would be approximately $3900 . Timmerman commented perhaps managers of the facility are not working with Worker' s Comp claimants. Whiting said this would involve department heads talking to Doctors and calling people back to work. A third party is needed to negotiate a settlement . Motion by O' Connell, 2nd by Dorsey to approve Health and Human Services to hire a risk manager until the end of the year. Carried. A written contract should be utilized. Wage Adjustments: Chair O' Connell is concerned how to meet the goal of a 40 levy increase with all the wage adjustments approved and the new position requests . Whiting would rather not place adjusted wages in the Contingency Fund but would prefer increases approved be included in each department ' s budget . For those unions not settled, the County' s figures on the table would be used. Department heads agreed to this plan at the last staff meeting. There is concern by some department heads about coming to Finance for dollars from the Contingency Fund for wage increases. I UNOFFICIAL RECORD Loney said there is money in Contingency Fund for wage increases but each department ' s entire budget should be reviewed to see if the Department needs it . Krueger noted the $524, 000 budgeted for 2000 wages in the Contingency Fund will not be sufficient to cover the wages approved by the County Board. He recommended budgeting wage numbers known and projected figures for unions not settled. The resolution from Health and Human Services for money from Contingency Fund should come to Finance Committee. Tour of the County: O'Connell will send out some possible dates for Finance Committee to tour the county. Equalized Evaluation: Loney distributed the 2000 valuations . The County has increased 14 . 5% with a growth of $493 , 000, 000 . Motion to adjourn by Dorsey, 2nd by Krueger; meeting adjourned at 9 : 05 a.m. Stan Krueger, Secretary
