FINANCE COMMITTEE
Regular Meeting April 10, 2000
Meeting called to order by Secretary O' Connell in the vacancy of
the Chair and absence of Vice Chair Boche . Members present: Tom
O'Connell, Tom Dorsey and Herb Giese . Staff present:
Administrative Coordinator Charles Whiting, Finance Director Rich
Loney, Corporation Counsel Greg Timmerman and County Clerk Sue
Nelson. Others present: Suprs . Standafer and Stan Krueger, and
Judy Wiff, media.
Motion by Giese, 2nd by Dorsey to adopt the agenda. Next meeting
is May 10 . Motion by Dorsey, 2nd by Giese to adopt the March 10
and March 21 minutes . Carried.
Vouchers : O' Connell reviewed the vouchers prior to the meeting.
Motion by Giese, 2nd by O ' Connell to approve the vouchers .
Carried.
Administrative Coordinator: Charles Whiting announced the birth
of their daughter on April 4th so he was not in for the remainder
of the week. He will soon be working on the budget process with
Finance Director Loney and will be setting goals for the coming
year. He started on staff related organization and has visited
Health and Human Services and met with the Transportation
Committee.
Giese asked about follow-up on the request for having a
defibrillator available in the Government Center and for use also
in the Jail . Emergency Government reported the cost would be
about $3 , 000 and the training course is four hours . Giese
recommended the County purchase one . Some counties have these in
their squad cars . No decision at this time .
Finance Director: Rich Loney said the 1999 books should be
closed in the next month. He deferred the Health Insurance
report until negotiations are completed.
County Clerk: Sue Nelson reported the County received a PECFA
refund of $11, 592 . 87 for environmental clean up of the SPA in
1994-96 . This was tax deed property that had contamination from
previous gas pumps located there .
Safety and Security report included installation of lobby mirror
in order for Clerk' s office to monitor the entrance. If an
incident occurs, proper authorities can be called quickly.
Tax Deed Bids: Nelson told about interest in the property in the
Town of Warren since the last meeting. It is appraised for
$22, 000 . Two bids were received: Brian Cloutier for $23 , 550 and
David and Jennifer Olson for $25, 276 . 57 . Motion by Giese, 2nd by
Dorsey to accept the bid of David and Jennifer Olson. Carried.
Corporation Counsel: Greg Timmerman said Williams Communication
has requested an easement to bury fiber optics under the Wildwood
Trail . They already have an easement for a pipeline but fiber
optic cable would be buried 20 feet from the pipeline . They
offered the County $300 .
Parks Director Joe Grant said the plans call for the cable
crossing the trail north of the county line near Spring Valley.
Planning, Zoning and Parks discussed this and found no objection
if all legalities are met and trail surface is left in its
original state .
This discussion continued later in the meeting.
Fairgrounds Easement: Brian Ormson, owner of Super Valu grocery
in Glenwood City reported on a 1200 foot expansion of his store .
He intends to move the county easement drive through 12 feet to
the east as provided for in a previous resolution. Motion by
Giese, 2nd by Dorsey to move easement 12 feet to the east .
Carried. Ormson also requested permission to dig near the
present easement for water main access . There is a discrepancy
as to where this main is located. Motion by Dorsey, 2nd by Giese
to give Ormson permission to dig by the easement . Carried.

Corporation Counsel: Timmerman reported on a question of
ownership for the Wildwood (formerly Woodville) Trail . The old
railroad right of way was acquired in 1970 by quit claim deed
from the railroad. Parks Director Grant said the trail is used
for snowmobiling, hiking, biking and horse back riding. Many
dollars have been spent to upgrade the trail .
A property owner has requested an easement from the County for
residential access . This was denied by Planning, Zoning and
Parks Committee. Property owner' s attorney did a title search
and found the railroad never owned the land but had an easement .
Congress did pass a law saying railroads could not own land and
only have an easement . If railroads cease operations, the land
should revert back to the adjoining landowner.. This law was in
effect after 1970 when the land was deeded to the County.

Timmerman said the deed was recorded more than 10 years and it
could be possible the County would own the land by adverse
possession. He offered these options : County abandon the trail,
allow landowners to have access, do nothing or determine
ownership through a Court order. The County honors the same farm
use crossings as the railroad did. A presentation could be given
to the County Board. After further discussion, no decision was
made.
Motion by Giese, 2nd by Dorsey to allow the easement for Williams
Communication for the fiber optic cable for at least $300 .
Carried. Whiting was asked to negotiate for more money.
Westcap Grant Application: Patrick Herriges, Senior Planner and
Grant Writer with West Cap, explained this grant application is
submitted every year. The document needs to be signed by local
government as HUD does not wish to duplicate efforts of local
agencies . No county dollars are involved.
The grant totals $199, 654 and will be distributed to agencies
dealing with the homeless, domestic abuse and teen problems .
Giese commented Westcap is a good organization that helps needy
people.

Motion by Giese, 2nd by Dorsey to approve signature of St . Croix
County on the grant application. Carried. Board Chair Dorsey
signed the application.

Air Pressure Problem in Ag. Center: No further developments on
who is responsible for this problem. Whiting and Facilities
Manager Robole will continue to work on this issue.
