Risk Management Insurance to Include Workman' s Compensation CORRESPONDENCE ADJOURNMENT (Agenda not necessarily presented in this order) Date: 12/29/99 COPIES TO: County Board Office News Media/Notice Board County Clerk County Board County Departments ADDITIONS/CHANGES/CORRECTIONS FINANCE COMMITTEE Regular Meeting January 7, 2000 Meeting called to order by Vice Chair Robert Boche at 8 :35 a.m. Former Finance Chair and County Board Supervisor Don Brown resigned effective January 1, 2000 . Members present: Robert Boche, Herb Giese, Tom Dorsey and Tom O' Connell . Staff present: Interim Administrative Coordinator Don Brown, Corporation Counsel Greg Timmerman, Finance Director Rich Loney and County Clerk Sue Nelson. Others present: Supr. Jack Dowd and Judy Wiff, media. Motion by Giese, 2nd by Dorsey to adopt the agenda. O ' Connell noted the Tobacco Litigation Resolution was still being addressed by the Administration Committee and no recommendation was being made at this time. Corporation Counsel Timmerman said this could be discussed when addressed under his report . Carried. Next meeting is February 10, 2000 . Motion to adopt the December minutes by O' Connell, 2nd by Dorsey. Giese asked about Workers ' Comp charges to departments . Finance Director Loney said departments are charged a percentage based on past year' s usage . Carried. Vouchers: O' Connell reviewed the vouchers and questioned the $620 bill for decals and lettering for the new Communication/Command Post van. The van has not been ordered at this time . Motion by O'Connell, 2nd by Giese to pay the vouchers with the exception of the $620 bill . Carried. Interim Administrative Coordinator: Don Brown reported on his trip to Wausau Insurance Company, the administrator of the County' s Workers ' Comp claims. The process should be to write up a report as soon as the incident occurs and send to Wausau Insurance. Presently these are sent to the Risk Manager and some are held back. It is no longer true that the County pays more for more claims filed. County pays the claims up to a certain amount and Wausau Insurance reviews all claims . Brown said presently we have a duplication of services . Wausau Ins . also provides assessments and evaluations of problems such as environmental hazards and correct office furniture and equipment on a per hour basis . Currently they are paid $750 month retainer fee plus charges on a per case basis. Brown checked for information on a contract and was faxed a copy of the December 1989 to December 1990 contract . There is no current contract on file . Currently the Administrative Coordinator' s Assistant is reviewing Workers ' Comp claims as directed by Bill Husbands, the County' s Risk Manager. Some deemed to be minor are held back. Wausau Insurance wants all claims sent as soon as they occur. 1 Brown recommends discontinuing the services of the Risk Manager. Motion by O' Connell, 2nd by Boche to terminate Husbands Independent Risk Management/AsteRisk Managers LLC effective January 15, 2000 . Roll call : Boche--yes; O' Connell--yes; Giese--no; Dorsey--no. Motion failed. Giese wanted information from other Counties regarding risk manager services and Dorsey asked what kind of agreement is in place now. Brown left the meeting to check on this requested information. Following the break, motion by Dorsey, 2nd by Giese to reconsider the termination of the Risk Manager. Carried. Motion by O' Connell, 2nd by Boche to terminate Husbands Independent Risk Management/AsteRisk Managers LLC effective January 15, 2000 . Carried unanimously. When Brown returned later in the meeting, he reported Dunn County did use AsteRisk but now uses Wausau Insurance as does Oneida and Marathon Counties. Eau Claire, Chippewa and Pierce Counties do not use a risk manager. Husbands relayed there is no contract, only an informal relationship with the former Administrative Coordinator. Wausau Insurance said no other County uses a risk manager. County Clerk: Tax Deed Bids : The following bids were received: Town of Warren, 2 .446 A. , with structural shell . Brian Zeller bid $5100 which was lower than the appraised value and could not be considered. Town of Warren, Easement . Pat Collova bid $671 . Motion by Giese, 2" by Boche to award the bid to Pat- Collova. Carried. Town of Hudson, Outlot 1 in High Meadows, 3 . 5 A. Dean Anderson bid $11, 280; Larry Hinchman bid $7100 . Motion by Giese, 2nd by Boche to award the bid to Dean Anderson. Carried. Town of Hammond, 5 A. parcel on South side of Bushnell Lake . Richard Pearson bid $7100 . Motion by Dorsey, 2nd by Giese to award the bid to Richard Pearson. Carried. However, after the meeting, the County Clerk discovered Larry Hinchman had bid $7100 on this parcel rather than Outlot 1 in High Meadows . Therefore, there was a tie bid and no bid could be awarded. Both parties will be asked to submit another bid. Safety and Security: Sue Nelson reported that all panic buttons have been installed. The Committee will begin to review a previous report from a former Safety and Security Committee . Clerk Nelson told about a tour of Minneapolis 5th and 6th graders and relayed their thank you notes . 2 Finance Director: Rich Loney reported the automated pay roll system is in place . The Finance Dept . is now converting the general ledger accounts . Pay Grade for Computer Services Director: Information Services Committee Chair O' Connell said Director Kathryn Beutel intended to leave on October 15 but no replacement had been hired. Beutel agreed to stay on until a new Director was hired. The job description and pay grade changed during this time and Beutel requested an upgrade in pay. Motion by O' Connell, 2nd by Giese to approve a upgrade from pay grade 9 to 10 for Beutel for the period of October 15 to January 7th Carried. Approval of Computer Services Director: Timmerman advised the Information Services Committee is a sub committee that reports to Finance and therefore this sub committee cannot give final approval on personnel matters . Motion by Dorsey, 2nd by O' Connell to take the recommendation of Information Services and approve the hire of Tom Boron at Pay Grade 10 . Carried. Motion by O' Connell, 2nd by Giese to change the language in the job description as follows : General Statement of Duties : The Computer Services Director is supervised by the Finance Committee of the County Board. With the advice of the Information Services Committee (a sub-committee of the Finance Committee) , the Computer Services Director administers the planning, budgeting, programming, support and operations of the Computer Services Department . Motion carried. Corporation Counsel: Timmerman had prepared a resolution declining the County' s participation in the Tobacco Litigation the Wisconsin Counties Assoc. is coordinating. O' Connell said the Administration Comm. does not want to do anything at this point . He asked why a resolution would be prepared not to join when usually positive resolutions are adopted; not negative ones . Giese noted our area Legislators should be taking some action on behalf of the County. IRS Mileage Rate: Loney reported the IRS mileage rate is now $ . 325 . Motion by Giese, 2nd by O' Connell to pay all employees and County Board Supervisors and citizen committee members $ . 325 per mile effective January 1, 2000 . Carried. Telephone System: Facilities Manager Ralph Robole reported plans to install an ISDN line rather than using two T lines . This should save about $15, 000 in 2000 budget and $90, 563 over five years . 3 Brown asked Robole to check on space requests regarding Register of Deeds expansion and Victim Witness room. Giese said there should be a Building Committee to deal with continued growth and demand for space. Timmerman said the Administrative Coordinator should research the requests and make a recommendation to the County Board. Brown reported measurements have been taken for the Security Windows in Child Support, Clerk of Court and District Attorney offices. Discussion on request of Public Protection Chair Speer requesting a Finance member be present at the Safety and Security meeting to assure installation of security windows . Timmerman said a sub-committee cannot direct Department Heads on what to do. Robole said he needs to know in advance about purchases by Departments. Information is needed on installation costs, parts availability, gas vs electric, etc . Maintenance has a limited budget and only items necessary to the operations of County Government should be purchased. Brown said he will work on space for Register of Deeds and Victim Witness department . The Finance Committee agreed not to fill the open position on the committee until after the April 4 Spring Election. Mot ' n t adjourn by O' Connell .
